Delegate Proposal No. 187. The Clerk will
read the proposal.
MR. QUILLEN: Delegate Proposal No. 187, by
Delegate Wheatley. A proposal that Article VI, Section
6.04 of the Constitution dealing with the annual budget
shall read as follows:
THE PRESIDENT: Delegate Proposal No. 187
is referred to the Committee on State Finance and
Taxation.
Delegate Proposal No. 188. The Clerk will
read the proposal.
MR. QUILLEN: Delegate Proposal No. 188, by
Delegate Finch. A proposal that the Constitution contain
a provision that the Governor shall have the power to
determine and to pay reasonable and just compensation as
determined by law to innocent persons who have been
imprisoned.
