may be unnecessary for me to vote for sending it back
to the committee if we can make the distinction at this
time.
THE PRESIDENT: Delegate Scanlan, are you
sufficiently familiar with the proposed substitute to
summarize it very briefly? I do not want to have the
full discussion of the two proposals at this time.
