by your Committee on Rules is that in a county where
there are less than four seats at the Convention, the
vacancy would be filled in the following manner: The
President would request the County Commissioners or
Council to nominate a person to fill the vacancy.
This is a difference of substance, of
course, under the committee proposals, the sub-committee
would do the recommending and it would have to put
forward at least two and not more than five names.
I may have oversimplified Senator Clark's proposal. I
perhaps didn't do it justice but it is a significant
change in that, one, the Rules Committee would very much
like to take up before reporting back to you.
THE PRESIDENT: The Chair would like to
announce that it has had the advantage of seeing the
proposed substitute, at least for the past hour. The
differences are substantial, and are not confined only
to the matters mentioned. As I understand Delegate
Scanlan, you are saying the committee has not had the
opportunity to see it.
