in keeping track of the amendments, that the Fifth Report
is dated September 22, 1967, which is the date it was
filed by the Committee with the Clerk. It was first
presented to you today. If you want to note the dates,

The next item of business is the introduction
and first reading of proposals.
There are twenty-two proposals today, Nos. 140
to 161, inclusive. Delegate Proposal No. 140. The
Clerk will read the proposal.
MR. QUILLEN: Delegate Proposal No. 140,
by Delegate Finch, A proposal that a provision be added
to the Constitution gradually reducing the voting age
from 21 years to 18 years on a graduated scale of one
year reduction age every four years starting in 1968.
THE PRESIDENT: Delegate Proposal No. 140 is
