MR. QUILLEN: Delegate Proposal No. 141, by
Delegate Finch, A proposal that a provision be added to
the Constitution that military personnel stationed at
military posts in the State, be able to vote by reason
of their residence on a military reservation.
THE PRESIDENT: Delegate Proposal No. 141 is
referred to the Committee on Suffrage and Elections.
Delegate Proposal No. 142. The Clerk will read
the proposal.
MR. QUILLEN: Delegate Proposal No. 142, by
Delegate Finch, A proposal that Sections 2.01 and 2.07
be clarified to indicate that military personnel
stationed at military reservations in the State be able
to vote in National, State and local elections. Section
2.01 states "at such elections for all officers to be
elected by the people and upon all questions submitted
to a vote of the people". The words "at such elections"
appear somewhat ambiguous since no particular election
is mentioned preceding them. |
