and the Committee on Rules has considered it. On the

other hand, I would not want the delegates to vote upon

the issue without the benefit of the committee's report

4

and some time to study it. I wonder if the Chief Clerk's

5

office could make a special effort, even though it is a

6

Friday afternoon, to have that distributed to delegates

7

before we leave today.

THE PRESIDENT: The report, I understand, is

9

in the duplicating office. We will make the effort

10

to distribute it to the delegates. It must be

11

remembered, however, that this is very difficult on a

12

Friday afternoon, because many of the delegates leave.

13

We will take the matter up on Monday and decide at that

14

time what to do about it.

is consideration of the Second Report of the Committee

on Rules, Credentials, and Convention Budget. This is a

19

report which has to do with the adoption of a regulation

20

of lobbyists. The report was received on September 19.
