on Rules, Credentials, and Convention Budget, and with

it you should have a commentary on that Second Report.

The Chair recognizes Delegate Scanlan, Chairman of the

Committee. I suggest, Delegate Scanlan, that you come

6

to the reading clerk's desk to explain the report.

DELEGATE SCANLAN: Mr. President, fellow

8

delegates, I have the honor to present to the Convention

9

the Second Report of the Committee on Rules, Credentials,

10

and Convention Budget, in which we recommend favorably

11

the adoption of a proposed regulation with respect to

12

people who come before the Convention to represent the

13

views of others . I might say that this proposed

14

regulation has been considered in some detail by our

15

committee at our first meeting on September 6, prior to

16

the actual convening of the Convention. A sub-committee

17

was appointed consisting of the Chairman, Clinton

18

Bamberger, Mr. Maxwell Armor, and Mr. Edmond Boileau, and

19

shortly thereafter the sub-committee read a report

20

which was considered further by the full committee on

21

at least three separate occasions. As late as yesterday
