Delegate Kiefer?
DELEGATE KIEFER: Mr. President, the Committee
on Personal Rights and Preamble will meet immediately
after this meeting tomorrow morning. Tomorrow morning
at 10:30 we will conduct hearings on the question of
unanimous verdicts in criminal cases and also civil cases,
and among the people testifying will be Delegate Judge
Henderson as well as several representatives of the
Maryland State Bar Association. The Judicial Branch of
the Committee will have liaison with this. We will
continue hearings on Tuesday afternoon, September 26,
when Chief Judge Dulany Foster of the Supreme Bench of
Baltimore will be here; and this, I hope, will be a joint
hearing with the Judicial Branch Committee. In the mean-
time, if any of the delegates wish to appear on this
question, or wish to have someone that they have in mind
to appear, if they will notify the Chairman of the Judicial
Branch Committee or our Committee, we will accommodate then
