an inconsistency between that rule and Rule 54 and to
make it clear that the Committee of the Whole can refer
its report to the Committee on Style.

THE PRESIDENT: Any discussion? Are you ready
for the question? The question arises on the adoption
of the Committee's proposed amendment to Rule 36. All
in favor, signify by saying Aye; contrary, No. The motion
is adopted, and it Is so ordered. Delegate Scanlan?
DELEGATE SCANLAN: I now move adoption of the
Committee's proposed amendment to Rule 37, under which
a time limitation could be established on proposals before
the Committee of the Whole.
