DELEGATE CHABOT: As I said, I do not believe that
we need these goals. I believe that Rule 30, which per-
mits the Convention to take any matter from any committee
at any time that the Convention feels it ought to come
before the Convention is sufficient. I feel that the
provision of a specific date in Rule 28(a) creates an
unnecessary and probably, as the date approaches, quite
inconvenient limitation on the consideration that the
committees ought to give to the many proposals that are
and will be put before them.
THE PRESIDENT: Is there any further discussion?
Are you ready for the question? The question arises on
the adoption of a new Rule 28(a) as printed in the
Committee's report. An affirmative vote is a vote in
favor of the additional rule. All those in favor, signify
