does not deal with time limits.

THE PRESIDENT: Any discussion of the amendment
to Rule 28? Are you ready for the question? The question
arises on the adoption of the Committee's addition to
Rule 28. All in favor, signify by saying Aye; contrary,

DELEGATE SCANLAN: I now move the Committee's
recommendation that a new Rule 28 be added to the rules
under which the substantive reports, reports of subs tan-
tive committees must reach the Committee of the Whole by
November 17, 1967. |
