Recommendation EB-1 has been considered,
has been approved with amendments. The
Chair refers the report of the Committee of
the Whole to the Committee on Style,
Drafting and Arrangement.
For what purpose did Delegate Sybert
rise?
DELEGATE SYBERT: A point of par-
liamentary inquiry.
THE PRESIDENT: State the inquiry.
DELEGATE SYBERT: Has the Com-
mittee of the Whole reported to the Con-
vention the action of the Committee of the
Whole on Report EB-2? I do not remember
whether that has been reported to the Con-
vention.
THE PRESIDENT: You are talking
about Committee Recommendation EB-2?
DELEGATE SYBERT: The recommen-
dation, the minority report —
THE PRESIDENT: The second recom-
mendation in Committee Report EB-1?
DELEGATE SYBERT: As to the office
of comptroller.
THE PRESIDENT: The action has been
reported to the Convention. The Convention
has not acted upon it.
DELEGATE SYBERT: Thank you.
THE PRESIDENT: The Convention has
now had a report with respect to all five
items for recommendations in Committee
Report EB-1. It has not acted on that re-
port.
Delegate Gallagher.
DELEGATE GALLAGHER: I should
like to ask the Committee on the Legisla-
tive Branch to meet in the committee room
twenty minutes before we resume this
afternoon.
THE PRESIDENT: All right.
Delegate Dorothy Scott Murray.
DELEGATE D. MURRAY: Mr. Presi-
dent, I would like to have my fellow dele-
gates join with me in wishing a very warm
welcome to a very special person. Seated
in the gallery to my left is my principal
and my very good friend, Miss Barbara
Johnson, principal of the Forestville Ele-
mentary School.
THE PRESIDENT: Delighted to have
her with us.
(Applause.)

Delegate Clagett.
DELEGATE CLAGETT: Mr. President,
there will be a meeting of the Local Gov-
ernment Committee immediately following
the recess of this session, and the meeting
will be in the committee's meeting room in
the Court of Appeals Building.
THE PRESIDENT: Delegate Finch.
DELEGATE FINCH: Mr. Chairman, I
would like to direct this question to you.
Is this a non-partisan Convention?
THE PRESIDENT: It is indeed.
DELEGATE FINCH: Then would it be
appropriate if I put a sign on your rostrum
entitled "Sink the Navy"?
(Laughter and Applause.)
THE PRESIDENT: The Chair's hesita-
tion would be partisan.
Delegate Price.
DELEGATE PRICE: We overlooked
recognizing an important event in the life
of Delegate Powers, our kind and genial
Chairman of the Committee on Calendar
and Agenda.
He is always kind to us and so I should
like to announce that a few days ago he
became a grandfather. I think congratula-
tions are in order. (Applause.)
THE PRESIDENT: The Chair would
like to recognize the presence of Mrs.
Powers in the gallery and extend to her
the same congratulations. I think she is
part of it. (Applause.)
THE PRESIDENT: Are there any other
announcements by committee chairmen?
(There was no response.)
Are there any other announcements by
delegates?
(There was no response.)
DELEGATE BARD: Mr. Chairman.
THE PRESIDENT: Delegate Bard.
DELEGATE BARD: I think that this
morning we ought to express to Delegate
Morgan our appreciation for his presenta-
tion and his really hard work this week. I
was one who held him on the griddle for
a time, and for all that he did to make it
a very rewarding experience.
(Applause.)
THE PRESIDENT: Delegate E. J.
Clarke.
