Delegate Gallagher.

DELEGATE GALLAGHER: Mr. Chair-
man, I have prepared an amendment which
I am not going to offer at this time. It re-
lates to creating a separate office of coun-
sel to the governor, but as I understand it,
the attorney general section will be con-
sidered at another time and it might be
more appropriate to offer it then.

THE CHAIRMAN: Yes, on the subse-
quent report of the Committee on the Ex-
ecutive Branch, dealing with the office of
the attorney general.

There being no further amendments to
Committee Recommendation EB-1, the ques-
tion arises on the approval of Committee
Recommendation EB-1 as amended.

Is there any discussion?
(There was no response.)

The Clerk will ring the quorum bell
again.

The question now arises on the approval
of Committee Recommendation EB-1 as
amended. A vote Aye is a vote in favor of
approval. A vote No is a vote against.

Cast your votes.

Has every delegate voted? Does any dele-
gate desire to change his vote?

(There was no response.)
Delegate Boyce?
DELEGATE BOYCE: Aye.

THE CHAIRMAN: Delegate Boyce
votes Aye.

The Clerk will record the vote.

There being 115 votes in the affirmative
and 9 in the negative, Committee Recom-
mendation EB-1 as amended is approved.

In view of the hour, the Chair will be
disposed not to begin consideration of the
next item on the agenda and adjourn a
few minutes early, but because of the pres-
sure of time I will also ask you to return
a few minutes early.

The Chair now recognizes Delegate Pow-
ers.

Delegate Dorothy Scott Murray rise?

DELEGATE D. MURRAY: A point of
personal privilege.

THE CHAIRMAN : Can you hold it for
just a moment?

DELEGATE D. MURRAY: I will be
glad to, Mr. Chairman.

THE CHAIRMAN: Delegate Powers.

DELEGATE POWERS: I move that the
Committee of the Whole rise and report its
action with respect to Committee Recom-
mendation EB-1 as amended.

THE CHAIRMAN: Is there a second?
(The motion was duly seconded.)

THE CHAIRMAN: Delegate Powers,
my attention has been called to the fact
that you should also include in your motion
the report as to the special order of busi-
ness, namely consideration of Recommen-
dation No. 1 of Committee Report EB-1.

DELEGATE POWERS: Very well, Mr.
Chairman. I amend the motion to add that
the Committee of the Whole also report
with respect to its action concerning Com-
mittee Report EB-1 as to Recommendation
No. 1.

THE CHAIRMAN: The motion is sec-
onded.

All in favor signify by saying Aye; con-
trary, No. The Ayes have it. It is so or-
dered.

(Whereupon, at 12:45 P.M., the Commit-
tee of the Whole rose, and the Convention
reconvened.)

at-Arms.)

THE PRESIDENT: The Convention will
please come to order.

On behalf of the Committee of the Whole,
the Chair reports the Committee has con-
cluded consideration of Recommendation
No. 1 in Committee Report EB-1 and it
recommends approval of that recommen-
dation as amended.

The Chair will submit that recommenda-
tion to the Convention for action another
time in view of its prior statement to Dele-
gate Wheatley. It will be submitted to you
in conjunction with the reports to Recom-
mendations 2, 3, 4, and 5 at a later time.

The Chair also reports on behalf of the
Committee of the Whole that Committee
