DELEGATE SCANLAN: I would like to move the
Committee's proposed amendment to Rule 24, which changes
that rule to make it perfectly clear that the committees
can sit during sessions of the Committee of the Whole,
provided they obtain permission of the Committee of the
Whole.
THE PRESIDENT: Is there a second?
(The motion was duly seconded.)
THE PRESIDENT: Any discussion? Are you ready
for the question? All those in favor, signify by saying
Aye; contrary, No. The motion is carried. The amendment
is adopted. Delegate Scanlan?
DELEGATE SCANLAN: I move the Committee's pro-
posed amendment to Rule 28, briefly the rule requiring
all committee reports, majority committee reports, to
be accompanied by a concise written explanation of the
reasons for the Committee's action.
THE PRESIDENT: Is there a second?
(The motion was duly seconded.)
