MR. QUILLEN: Committee Recommendation No.
S&E-1, by the Committee on Suffrage and Elections,
Helen L. Koss, Chairman. A recommendation that the
Constitution include a provision on referendum.
THE PRESIDENT: Committee Recommendation No.
S&E-1 is referred to the Committee of the Whole.
Accompanying this recommendation is supporting memorandum,
Committee Recommendation No. S&E-1, a nine-page memorandum.
That is all of the committee reports. Before
coming to proposals, I call to your attention that there
has been filed today by Delegate Finch a memorandum
accompanying Delegate Proposal No. 415, a two-page
memorandum.
I also wish to call to your attention that
Delegate Proposal No. 421 which had a typographical
omission has been reprinted and is substituted in your
books for the previous copy. This is on the salmon paper,
the addition is to indicate that the proposal is submitted
by the sponsoring delegates by request.
