MR. QUILLEN: Delegate Proposal No. 444, by
Delegate Chabot. A proposal that the Declaration of
Rights contain a provision regarding the opportunity
of a citizen to challenge an unconstitutional action,
to read as follows:
THE PRESIDENT: Delegate Proposal No. 444 is
referred to the Committee on Personal Rights and the
Preamble.
Are there any other motions or resolutions? If
not, the Chair recognizes Delegate Powers.
DELEGATE POWERS: Mr. President, I move the
Convention resolve itself into the Committee of the
Whole for the purpose of considering general orders,
including Committee Recommendation No. SF-1.
