too great extent in that the President or the Chairman
of the Committee of the Whole at the time would be precluded
from allowing the opposition to speak in the event that
five persons in a row all spoke on the same side. If it
is in order, I would move at this time to amend after
the word "minutes" in Line, either 22 or 23 --
DELEGATE SCANLAN: 23.
DELEGATE RYBCZYNSKI: -- to add "on each side,"
which would then allow the President or Chairman to
allow both sides to speak.
THE PRESIDENT: Would the Chairman of the
committee be disposed to accept the suggested modification
DELEGATE SCANLAN: I think so. I think the
intention was if there was to be debate, it would be
fairly allocated.
THE PRESIDENT: Is there any objection? If
not, the amendment will be considered as printed on Page
3 with the modification that in Line 23 after the word
"minutes" and before the comma, the words "on each side"
be inserted. Is there any further discussion?
