a vote in favor of the adoption of the change. A vote
No is a vote against. All in favor, signify by saying
Aye; contrary, No. The Ayes have it. The motion is adopted,
the change is made. Delegate Scanlan.
DELEGATE SCANLAN: The committee favorably
reports and recommends that Rule 36 be amended by inserting
the following language. First, after the words "except
that the Committee of the Whole cannot adjourn the
Convention" insert "no question may be laid on the table."
Secondly in that same rule, the language here is found
on Page 3 of our report, that same rule after the words
"a majority of the committee shall govern its action"
insert "any motion to postpone further consideration
shall be debatable for ten minutes, no speech thereon
to exceed two minutes."
THE PRESIDENT: The question arises on the
adoption of the amendment to Rule 36 as printed in the
report of the committee. The chair recognizes delegate
Rybczynski.
DELEGATE RYBCZYNSKI: Mr. President, Mr.
Chairman, I would suggest the rule is prohibitive to a
