DELEGATE SCANLAN: Correct.
DELEGATE MARION: The second in Line 12 says
by the Convention Committee. Do you mean by the
majority of the members of that Convention Committee or
by the Chairman or by the Vice Chairman?
DELEGATE SCANLAN: You are quite right. We say
by the Convention Committee which reported on the matter
and since earlier in the rules dealing with committees you
need a majority to have a committee report, we intended --
the language isn't there -- we intended it to mean the
majority of the committee, that a minority couldn't do
it, a majority would have to do it.
THE PRESIDENT: Any further questions for
purposes of clarification? Delegate Burdette?
DELEGATE BURDETTE: Mr. President, I have two
questions. Both of my questions are perhaps really
directed to the Chair but I will address them to the Chairman
of the Committee in the hope that they may be answered
somewhat in the fashion the first question was.
My first question is in pursuance of the ques-
tion already raised by Delegate Johnson. It is this. In
