the light of the President's interpretation of procedure,
which indeed was announced day before yesterday, how can
we properly adopt a rule change which says that amendments
must be submitted in writing, copy thereof delivered to the
floor desk of each delegate prior to the time the amend-
ment is offered? It seems to me that the President's
procedure is a very much better one that is, that it be
printed, it be available, and if they are offered, that
they be distributed. That was the first question.
THE PRESIDENT: This is, if the Chair may answer
that, because it is a matter of procedure, this is precisely
what is contemplated. Prior to the time the amendment
is offered, immediately prior, a matter of a few seconds,
the procedure will be this. The delegates hopefully
will have their amendments prepared, given to the staff
officer, Dr. Phillips, and printed well in advance of the
session. All of the printed amendments with the exception
of the one delivered to the sponsor or more if he requests
will be delivered to the Chief Page and will be retained
by her and not distributed until the delegate indicates
that he desires to offer the amendment. When the delegate
