own initiative. It is understood, of course, that submission

of any proposal by the Committee on Personal Rights and

3

Preamble or by its Chairman does not constitute an en-

4

dorsement or approval of the proposal, but is a means of

5

getting it before the Convention.

We hesitate to submit a deadline for submission

7

of proposal, but promptness in submitting them will give

8

the Committee a better opportunity for hearing to research

9

the dates and organization. This has to be organized in

10

groups so there can be orderly hearings. Witnesses will

11

be invited by the Committee, but we want to point out

12

that anyone, any individual, delegate, organization or

13

group who is submitting or is interested in any proposal

14

will, upon specific request, be given an opportunity to

15

appear before the Committee, and I want to repeat what

16

everybody knows, all meetings are open to the public and to

17

the press.

DELEGATE GALLAGHER: Mr. Chairman, this morning

21

the subcommittee studied the overlap of elective matters
