will then know how best to schedule the hearing so that
we won't have everybody there on one day, but can spread
it over and make it more practical.
This is a matter of considerable importance to
many of the Counties. I would ask their delegations to
cooperate and make sure that the proper people are made
aware of the fact that there will be such hearings.
THE PRESIDENT: Thank you. Delegate Kiefer?
DELEGATE KIEFER: Mr. President, the Committee
on Personal Rights and Preamble wants to be sure that
the Convention has before it all the areas and the con-
cept of personal rights when it considers the Declaration
of Rights portion of the new Constitution; and to this end,
the Committee invites and urges each delegate to present
promptly any ideas or specific proposals which he or
she believes deserves the Committees attention. The Committee also
invites and urges any individuals, groups or organizations
to do the same, with the desire that this Committee intro-
duce the proposal, that it should be forwarded in writing
to us as soon as possible. The Committee, of course,
will place certain proposals before the Convention on its
