We are dealing first of all with existing

2

language. The existing Constitution contains 139 words

3

that can be directly attributed to the subject of educa-

4

tion. The Majority has indicated that they have" been im-

5

pressed and pleased by the progress of education and want

6

this progress to continue in the future, and yet this

7

radical departure from the existing constitutional frame-

8

work has not been explained at all. Indeed, Section 5,

9

which the questions from the Floor have indicated is

10

rather inscrutable, is almost as long and the single sec-

11

tion is almost as long as the entire language in the

12

existing Constitution on the subject of education.

13

We feel, we of the Minority feel that we are

14

continuing in the tradition of the existing Constitution

15

in the language that is more adaptable to present day

16

needs .

Before getting into the specific language of the

18

Minority Report and the objections to the Majority, I

19

would like to read a quote which I think sums up to a great

20

degree the position of the Minority, and this quote was

21

written by a group of educators from the State Department
