DELEGATE LORD: Mr. Chairman, ladies and gentle-

men of the Convention, I have the honor of presenting the

Minority Report on the subject of education.
|
|

As Vice-Chairman Wheatley has already suggested,
|
|

|
we were badly split on bur Committee, and the vote was 8
|
|

|
to 7 to report this recommendation to the Floor. The vote
|
|
9
|
is now basically unchanged, although as I understand it,
|
|
10
|
it is 7-7 and 1; so this is about as even a split as you
|
|
11
|
can get.
|
|

|
I have been greatly encouraged by the presen-
|
|
13
|
tation of Delegate Wheatley, because before the Minority
|
|
14
|
has even come forth to speak, he has capitulated to a
|
|
15
|
great extent in the great tradition of R and P 2. We are
|
|
16
|
now striking the entire Section 3. I lost count of the
|
|
17
|
number of amendments that were consented to, but it seems
|
|
18
|
to me they were in the neighborhood of seven. I hope this
|
|
19
|
momentum continues and that you continue to follow the
|
|
20
|
lead of the Minority and strike considerably more from
|
|
21
|
this proposed recommendation.
