are given to a private institution would not be a reason

its budget from the federal government and Hopkins has

60 percent of its budget from the federal government, and

practically every educational institution in this country

has a large percentage of money, and when Hopkins and other

institutions get this kind of money, it seems to me it is

quite an appropriate question.

provision does not cover situations like Johns Hopkins or

16

MIT.
