VOTES and PROCEEDINGS, November, 1799.            23

A bill, entitled, An act to authorise and empower the levy court of Cæcil county to assess and
levy annually a sum of money for the support of John Maloy, thus endorsed; " By the house of
" delegates, December 16, 1799:  Read the first time and ordered to lie on the table.
                                                        " By order,                                W.  HARWOOD, clk.
" By the house of delegates, December 18, 1799:  Read the second time and will pass.
                                                        " By order,                                W.  HARWOOD, clk."
And also the following resolution:

By the HOUSE of DELEGATES, December 18, 1799.
    RESOLVED, That a survey of the land mentioned in the petition of Edward Norwood to the
present general assembly, and heretofore sold by the intendant of the revenue to said Edward
Norwood, as the confiscated property of a certain Edward Cooke, for eight hundred acres, in
the barrens of Baltimore county, be made at the expence of the state, and under the direction of
the attorney-general; and that the treasurer of the western shore, if he, on a correct copy of
said survey being exhibited to him, signed and certified by the said attorney-general, shall be of
opinion that as many acres are not contained in said tract of land as are contracted to be sold by
the said intendant to the said Edward Norwood, then and in that case the said treasurer is hereby
authorised and required to accept of such sum of money in payment of the bond given by said
Edward Norwood to the state for the said tract of land as may be a full satisfaction for the number
of acres which may appear to be in said tract of land by the survey herein provided to be
made, and in proportion to the sum stipulated to be paid by such bond, and that until the said survey
is made, all process heretofore had on the said bond against the said Edward Norwood, or his
securities, shall cease, and no other process shall be commenced.

    The bill, entitled, An act respecting a partition of the estate of John Davidson, deceased, was
read the second time and will not pass.
    Mr. Forrest has leave of absence.
    The bill, entitled, An act to authorise and empower the levy court of Cæcil county to assess
and levy annually a sum of money for the support of John Maloy, was read the second time by
especial order and will pass.
The senate adjourns until Monday morning 10 o'clock.

M    O    N    D    A    Y,    December 23, 1799.

    THE senate met.  Present the same members as on Saturday.  The proceedings of Saturday
were read.
    The bill, entitled, An act to prevent unnecessary delay and expence, and for the further advancement
of justice, in the court of chancery, with the amendments thereto, the resolution in
favour of Philip Reed, and the bill, entitled, An act to authorise and empower the levy court of
Cæcil county to levy and assess annually a sum of money for the support of John Maloy, were
sent to the house of delegates by the clerk.
    The clerk of the house of delegates delivers to the clerk of the senate, a bill, entitled, An act
to regulate elections, thus endorsed; " By the house of delegates, November 28, 1799:  Read
" the first time and ordered to lie on the table.
                                                        " By order,                                W.  HARWOOD, clk.
" By the house of delegates, December 21, 1799:  Read the second time and will pass.
                                                        " By order,                                W.  HARWOOD, clk."
    The bill, entitled, An act to declare certain roads in Baltimore county public highways, was
read the second time and will not pass.
    On motion, Mr. McMechen delivers to the president a bill, entitled, An act declaring a road
leading to a fork of Conowago road in Baltimore county a public highway; which was read the
first and second time by especial order and will pass.
    The bill, entitled, An act to establish and confirm certain acts done by persons holding offices
of trust and profit under the government of the United States, was read the second time and will
not pass.
    On motion, Mr. Hammond delivers to the president a bill, entitled, A further act to establish
and confirm certain acts done by persons holding offices of trust or profit under the government
of the United States; which was read the first and second time by especial order and will pass.
    The clerk of the house of delegates delivers to the clerk of the senate the following resolution:

By the HOUSE of DELEGATES, December 23, 1799.
    RESOLVED, That the trustee of this state transfer to the order of the commissioners of the federal
buildings, in the city of Washington, the sum of fifty thousand dollars of the stock of the
United States bearing a present interest of six per cent. per annum, upon their giving such real
and personal security as the governor and council shall approve, for the payment of the principal
sum on or before the first day of November, in the year eighteen hundred and two, and the
punctual payment of the interest thereon quarter yearly, and if the interest is at any time thirty
days in arrear, the whole principal to be sued for and recovered.

Which was read the first and second time by especial order and assented to.
