the same page, after the word "justice," insert " from whose judgment or decision an appeal
shall lie to the chief justice of the district, by any person or persons who shall or may consider
him or themselves aggrieved by such determination of the associate justice, whose duty it shall be
to determine the same within thirty days after such appeal, and if no appeal shall be made within
ten days after such determination and decision of the associate justice aforesaid, such determination
and decision shall be final and conclusive."  In the fifth line from the bottom of the fifth
page strike out the word "information" and insert " action of debt."
    Mr. Grahame has leave of absence.

The senate adjourns until to-morrow morning 10 o'clock.

F    R    I    D    A    Y,    December 20, 1799.

    THE senate met.  Present the same members as on yesterday.  Mr. Hammond appeared in
the senate.  The proceedings of yesterday were read,
    The bill, entitled, An act to prevent the going at large of swine in the town of Lower-Marlborough,
in Calvert county, the bill, entitled, An act for the relief of Robert Gover, of Harford
county, and the bill, entitled, An act for appointing a wreck-master in Worcester county, with
the amendments thereto, were sent to the house of delegates by the clerk.
    The bill, entitled, An act to incorporate a society for the maintenance and education of poor
female children, by the name of The Benevolent Society of the City and County of Baltimore,
was read the second time and will pass with the proposed amendments.
    Amendments proposed.  Strike out the word "rector" in the 6th line of the 1st page.  Strike
out the word "rector" in the 7th line of the same page and insert "rectors."  After the word
"city" in the 8th line of the same page insert the words " and county."  At the end of the 7th
line of the 2d page insert the words " associate rectors of Saint-Paul's parish aforesaid."  Strike 
out the word "attained" in the 10th line of the 4th page and insert "completed."  Strike out
from the word "act" in the 7th line of the 6th page to the end of the bill.
    The bill, entitled, An act relating to the public roads in Kent county, was read the second
time and will pass with the proposed amendment.
    Amendment proposed.  Strike out the word "day" in the 9th line of the 1st page and insert
the word "Monday."
    The bill, entitled, A supplement to an act, entitled, An act for founding a college on the western
shore of this state, and constituting the same, together with Washington college on the 
eastern shore, into one university by the name The University of Maryland, was read the second
time and will not pass.
    On motion, Mr. Hammond delivers to the president a bill, entitled, An act to explain the law
respecting hawkers and pedlers; which was read the first and second time by especial order and
will pass.
    The bill, entitled, An act for laying out two roads to Exeter mills, in Caroline county, was
read the second time and will pass with the proposed amendment.
    Amendment proposed.  Strike out the last clause and insert the following: " And be it enacted,
That the said roads shall be surveyed, laid off, cleared and rendered fit for travelling, twenty feet
wide at the least, at the proper cost and expence of the said petitioners, and when the same shall
be viewed, examined and received, by two of the neighbouring justices of the peace, the said
justices shall certify the said roads to the levy court of Caroline county, and thereafter the said
roads shall be recorded and deemed two of the public highways of the said county, and be overseen
and repaired as other public roads thereof."
    The five bills next before mentioned, and the amendments, were sent to the house of delegates
by the clerk.
    The bill, entitled, An act to prevent unnecessary delay and expence, and for the further advancement
of justice, in the court of chancery, was read the second time and will pass with the
proposed amendments.
    Amendments proposed.  Strike out the interlineation, " or amended bill," in the 12th line of
the 3d page.  Strike out the interlineation, " or amendment made," in the last line of the same
page.  Strike out from the word "and" in the 12th line of the 8th page to the word "chancery"
inclusive in the 14th line of the same page.  After the word "court" in the 16th line of
the same page insert the words " of chancery."  Strike out the word "said" in the 1st line of
the 9th page.  After the word "necessity" in the same line insert the words " of bringing such
suit."  Strike out the interlineation " hath or," in the 7th line of the same page.

The senate adjourns until to-morrow morning 10 o'clock.

S    A    T    U    R    D    A    Y,    December 21, 1799.

    THE senate met.  Present the same members as on yesterday.  The proceedings of yesterday
were read.
    The resolution in favour of Philip Reed was read the second time and dissented from.
    The clerk of the house of delegates delivers to the clerk of the senate a bill, entitled, A supplement
to an act, entitled, An act to direct descents, thus endorsed; " By the house of delegates,
" December 11, 1799:  Read the first time and ordered to lie on the table.
                                                        " By order,                                W.  HARWOOD, clk.
" By the house of delegates, December 16, 1799:  Read the second time and will pass.
                                                        " By order,                                W.  HARWOOD, clk."
