the opening of Second-street in the city of Baltimore, with the amendments thereto, the bill
entitled, An act to pay the civil list, and other expences of civil government, the bill, entitled,
An act to compel the attendance of the members of the general assembly, with the amendments
thereto, the resolution in favour of William Goodwin, and others, the bill, entitled, An act to
make public a certain road in Talbot county, the bill, entitled, An act to repeal part of an act,
entitled, An act to open a road in Cæcil county from Archibald Dysart's towards Hugh Ramsay's
tavern, the resolution in favour of George Twilly, the resolution in favour of Tristram Martin
and Abner Parrott, two of the securities of Daniel Powel Cox, former sheriff of Talbot county,
the message respecting the two resolutions last mentioned, the communications relative to the
stock belonging to this state in the bank of England, the bill, entitled, An act to lay out a road
from the Morgan-town road, on the ridge between Asa Beall's and William Coddington's, to the
Virginia line, near the lands of John Forrest, and the bill, entitled, An act to prevent assignees
from suing by attachment of privilege, were sent to the house of delegates by the clerk.
    The bill, entitled, An act respecting the public roads in Washington county, was read the second
time and will pass.
    Mr. Goldsborough has leave of absence till Monday next.

The house adjourns until to-morrow morning 10 o'clock.

T    H    U    R    S    D    A    Y,    December 12, 1799.

    THE senate met.  Present the same members as on yesterday, except Mr. Goldsborough, who
had leave of absence.  Mr. Dorsey appeared in the senate.  The proceedings of yesterday
were read.
    The resolution in favour of William A. Needham, of Montgomery county, was read the second
time and dissented from.
    The clerk of the house of delegates delivers to the clerk of the senate, a bill, entitled, An act
to incorporate a society for the maintenance and education of poor female children, by the name
of The Benevolent Society of the City and County of Baltimore, thus endorsed; " By the house
" of delegates, December 2, 1799:  Read the first time and ordered to lie on the table.

A bill, entitled, An act for the relief of James Roney, of Somerset county, thus endorsed;

" and will pass.

A bill, entitled, An act directing the mode of executing conveyances of lots in the city of Washington,
sold by David Burnes in his life-time, and for other purposes, thus endorsed; " By the

A bill, entitled, An act to prevent unnecessary delay and expence, and for the further advancement
of justice, in the court of chancery, thus endorsed; " By the house of delegates, December

By the HOUSE of DELEGATES, December 9, 1799.
    RESOLVED, That the personal property and debts heretofore placed in the hands of James
Brice, brother and trustee for the use of Elizabeth, widow of Lloyd Dulany, be transferred and
delivered over to Walter Dulany, husband of said Elizabeth.

By the HOUSE of DELEGATES, December 12, 1799.
    RESOLVED, That this state release to John Derry, a prisoner in Queen-Anne's county gaol,
the sum due on the forfeited recognizance for which he stands committed, and that he be discharged
from custody at the suit of this state, on paying, or giving security to pay, to the respective
officers, the fees due to them for prosecution of said recognizance, and for commitment,
detention and releasement from custody.
                                                        By order,                                  W.  HARWOOD, clk.
Which bills and resolutions were severally read and ordered to lie on the table.
    On motion, ORDERED, That the bill, entitled, An act to prevent unnecessary delay and expence,
and for the further advancement of justice, in the court of chancery, be committed to
Mr. Hammond, Mr. Dorsey and Mr. McMechen, to consider and report thereon.
    The clerk of the house of delegates delivers to the clerk of the senate the following resolution:
By the HOUSE of DELEGATES, December 11, 1799.
    RESOLVED, That Tristram Martin and Abner Parrott, two securities of Daniel Powel Cox,
formerly sheriff of Talbot county, be and they are hereby allowed to make payment of the principal
sum due to this state, and recovered against them by judgments respectively obtained in the
