VOTES and PROCEEDINGS, November, 1799.            97

    The supplement to the act, entitled, An act to erect a town in Talbot county, was read the
second time, passed, and sent to the senate by the clerk.
    The bill for the more effectual preventing of forgery, and to make it felony to steal bonds,
notes, or other securities for the payment of money, was read the second time, passed with
amendments, and sent to the senate by the clerk.
    The further act to establish and confirm certain acts done by persons holding offices of trust or
profit under the government of the United States, was read the second time, passed, and sent to
the senate by the clerk.
    RESOLVED, That the treasurer of the western shore pay to Darby McNamara, a poor and disabled
soldier of the first Maryland regiment, the sum of twenty-five pounds six shillings and
eleven-pence, with interest from the first of August, one thousand seven hundred and eighty, in
consideration of a depreciation certificate for that amount heretofore issued to him and since lost.
    Sent to the senate by the clerk.
    The clerk of the senate delivers a bill, entitled, An act to enable the justices of Anne-Arundel
county court to license and regulate a public ferry over South-river, in said county, endorsed;
" By the senate, December 31, 1799:  Read the first and second time by especial order and will
" pass.
                                                        " By order,                                A.  VAN-HORN, clk.
" By the senate, December 31, 1799:  Read the second time by especial order and will pass with
" the proposed amendments.

    Which were read the first and second time, agreed to, and the bill ordered to be engrossed.
The bill to empower the justices of the levy court of Harford county to assess and levy a sum of
money for the purpose therein mentioned, the bill to authorise and empower the levy court of
Anne-Arundel county to assess and levy a sum of money for the support of Elizabeth Tyers,
severally endorsed; " By the senate, December 26, 1799:  Read the first time and ordered to lie
" on the table.

" By the senate, December 31, 1799:  Read the second time and will not pass.
                                                        " By order,                                A.  VAN-HORN, clk."

        GENTLEMEN,
    AS certain inconveniencies are acknowledged to exist under the present ferry laws, as mentioned
in our message upon that subject, which we are desirous should be remedied, we have originated
a bill, entitled, An additional supplementary act to the act to regulate public ferries for
this purpose.  We flatter ourselves, that leaving the policy of the changes contemplated by you
to the consideration of a future legislature, you will think it adviseable to adopt the additional
provisions which are offered, and we accordingly solicit your concurrence therewith.
                                                        By order,                                  A.  VAN-HORN, clk.
By the SENATE, December 31, 1799.
        GENTLEMEN,
    WE have finished all the business before us, and being convinced that we shall not have a senate
after Thursday next, we take the liberty of suggesting to you the propriety of acting upon
such business only as cannot well be dispensed with. We have determined not to act upon any
private business after Wednesday next, and conceive that the advanced stage of the session, and
the great expence already incurred thereby, will justify us in such determination.
