from Hagar's-town through Harman's gap to Baltimore, near Wiant's tavern, was preferred,
read, and referred to the next session of assembly.
    The bill for the better preservation of last wills and testaments disposing of real estates, was
read the second time, and the question put, That the said bill do pass?  Determined in the negative.
    On motion, Leave given to bring in a supplement to the act, entitled, An act to regulate elections.
ORDERED, That Mr. Warfield, Mr. J. Thomas and Mr. Shriver, be a committee to prepare
and bring in the same.
    The bill for the relief of John Johnson, of Washington county, was read the second time, and
passed.
    The report on the petition of Arthur Thompson and wife was read the second time, and the
resolution therein contained assented to.
    The following message being prepared, was read and agreed to.

By the HOUSE of DELEGATES, December 28, 1799.
        GENTLEMEN OF THE SENATE,
    WE return you the bill, entitled, An act respecting a partition of the estate of John Davidson,
deceased, and hope upon reconsideration it will pass your house.  We are not apprised of
the reasons that influenced you in rejecting the bill, but presume its interfering with the rights of
minors, and an apprehension of its counteracting the location of the federal city, must have been
the cause.  As there are but two minors, and the gentleman who has intermarried with one is
anxious for the law, and as we think the provisions of the bill are so modified as to be protective
of the rights of infants, we again solicit your attention to the subject.  To obviate any objections
which may arise from an idea of obstructing in any way the execution of the plan and location of
the city, we are willing it should not take effect without the concurrence of the commissioners of
the federal buildings, so far as the location of lanes and alleys is contemplated in the said bill,
but as we consider the interest of the individuals may be materially promoted by the passage of
the bill, we hope upon reconsideration you will pass it under such restrictions and provisions as
may be thought proper.

The bill for annulling the marriage of John Crist, of Frederick county, and Susannah his wife,

" By the senate, December 30, 1799:  Read the second time and will not pass.

The bill for the benefit of John Shewman, of Washington county, the bill for the punishment of
horse stealers, and other offenders, severally endorsed; " By the senate, December 28, 1799:
" Read the first time and ordered to lie on the table.

" By the senate, December 30, 1799:  Read the second time and will pass.
                                                        " By order,                                  A.  VAN-HORN, clk."
    Ordered to be engrossed.
The bill to lay out and open a public road in the upper part of Queen-Anne's county, the bill to
authorise and empower the justices of the levy court of Prince-George's county to pull down the
repository of the records of the register of wills in said county, severally endorsed; " By the
" senate, December 28, 1799:  Read the first time and ordered to lie on the table.
                                                        " By order,                                  A.  VAN-HORN, clk.
" By the senate, December 30, 1799:  Read the second time and will pass with the proposed
" amendment.

    Which were severally read, agreed to, and the bills ordered to be engrossed.
The bill to authorise certain commissioners to lay off a town in Prince-George's county, by the
names of Van's-Ville, endorsed; " By the senate, December 28, 1799:  Read the first time and

" By the senate, December 30, 1799:  Read the second time and will pass with the proposed
" amendments.
