THE house met. Present the same members as
on Tuesday. The proceedings of Tuesday
were read.
The resolution in favour of James Steele, and others,
the bill to establish the salaries of the
judges of the court of appeals, and the bill, entitled, A further supplement
to an act, entitled,
An act to ascertain the allowance to jurymen and witnesses of the general
court, and the several
county and orphans courts in this state, were sent to the senate by the
clerk.
The bill to authorise and empower the levy court of
Anne-Arundel county to assess and levy a
sum of money for the support of Elizabeth Tyers, was read the second
time, passed, and sent to
the senate by the clerk.
The bill to open a road from the turnpike road leading
towards McCallister's town at or near
the widow Mortar's tavern, to intersect the York turnpike road at or near
Benedict Hurst's
tavern, was read the second time, passed, and sent to the senate by the
clerk.
A petition from John Whiteford, of Harford county, praying
a return of money, an over payment
made into the treasury for confiscated property, was preferred, read,
and referred to Mr.
Street, Mr. McComas and Mr. Bond, to consider and report thereon.
A petition from Elizabeth Prestley, of the city of Annapolis,
praying compensation for services
rendered to a number of sick soldiers during the late war, was preferred,
read, and referred to
Mr. Hall, Mr. Quynn and Mr. Mason, to consider and report thereon.
A petition from Thomas Nicholls, of Montgomery county,
praying an act of insolvency, was
preferred, read, and referred to the committee appointed on petitions of
a similar nature.
A petition from sundry inhabitants of Allegany county,
praying they may be authorised to lay
out a road from John Kemberley's, thence continuing the same by Walter
Brooke Beall's plantation
until it intersects the road leading from Cumberland to Evan Gwinn's, was
preferred, read,
and referred to Mr. Tomlinson, Mr. Perry and Mr. Beall, to consider and
report thereon.
Mr. Quynn, from the committee, delivers to the speaker
the following report:
THE committee to whom was referred the memorial of Benjamin
Ricketts, of Anne-Arundel
county, praying compensation for the loss he sustained by the death of
his negro Cæsar, beg leave
to report, that they have taken the same into consideration, and the matters
therein stated appearing
to be true, are of opinion the prayer of the memorialist is reasonable,
and ought to be
granted; they have also inquired into the value of the said negro, and
submit the propriety of
the following resolution:
RESOLVED, That the sum of ---------- dollars be placed
on the journal of accounts, and the
same be directed to be paid to Benjamin Ricketts, or his order, as
compensation for the loss the
said Benjamin Ricketts did sustain by the death of his negro Cæsar,
who died in custody of the
law, and in prison.

Mr. Sappington, from the committee, delivers to the
speaker the following report:
THE committee to whom was referred the petition of the
members of the Lutheran congregation
of Frederick-town, in Frederick county, and others, report, that they have
taken the
same into consideration, and are of opinion that the prayer thereof is
reasonable, and ought to
be granted.

Which was read the first and second time, concurred
with, and leave given to bring in a bill
pursuant thereto. ORDERED, That the committee appointed on the said
petition prepare and
bring in the same.
Mr. Wroth, from the committee, delivers to the speaker
the following report:
THE committee to whom was referred the petition
of Philip Reed, of Kent county, beg leave
to report, that they have considered the same, and are of opinion that
the prayer thereof is reasonable,
and ought to be granted; they therefore submit the propriety of the following
resolution:
RESOLVED, That Philip Reed, of Kent county, be and is
hereby released from the payment of
forty-two pounds sixteen shillings and eleven-pence, the amount of
a judgment rendered against
him, the said Philip Reed, at April term, seventeen hundred and ninety-four,
at the suit of the
state; and all costs which have accrued thereon.
