So it was determined in the negative.
Mr. Perry, from the committee, brings in and delivers to the speaker a bill, entitled, A further
supplement to the act respecting the settlers on the reserved lands westward of Fort Cumberland;
which was read the first time and ordered to lie on the table.
Mr. Barroll, from the committee, delivers to the speaker the following report:
THE committee to whom was referred the petition of Richard J. Orme, of Montgomery
county, report, that they have attentively examined into the allegations set forth in said petition,
and find, that the said Richard J. Orme obtained a patent on an escheat warrant for a tract
of land whereof a certain Alice Smith died seized, for the want of heirs, and that the said lands
were valued at fifty-five pounds six shillings and one penny halfpenny, the two thirds of which
said sum was paid into the treasury before the obtaining the said patent; that upon the execution
of said warrant, and a certificate being returned agreeably to law, a certain Ozias Offutt and
Martin Fisher, two creditors of the said Alice Smith, entered a caveat in the land-office against
a patent issuing, and that the said Orme, in order to prevent any delay in procuring said patent,
paid their respective claims, amounting to the sum of thirty-five pounds thirteen shillings and
nine-pence, which they would have been entitled to have received of the state of Maryland out
of the composition money paid as aforesaid, and which last aforesaid sum your committee thinks
ought to be repaid to the said Richard J. Orme by the state of Maryland, and thinking his case
not provided for by law, beg leave to recommend the following resolution:
RESOLVED, That the treasurer of the western shore pay to Richard J. Orme, or order, the
sum of thirty-five pounds thirteen shillings and nine-pence current money, being the amount of
the sum paid by him to persons having claims against a certain Alice Smith, whose land the said
Orme escheated, and which he has obtained a patent for.
By order,                                J. S.  BETTON, clk.
Which was read.
Mr. Magruder, from the committee, delivers to the speaker the following report:
THE committee to whom was referred the petition of the inhabitants of the town of Williamsburgh
and its vicinity, in Montgomery county, for authorising a lottery for the purpose of
erecting a school-house in said town, beg leave to report, that they have taken the same into
consideration, and are of opinion that a law ought to pass agreeably to the prayer thereof.
By order,                                J. S.  BETTON, clk.
Which was read.
Mr. Haynes, from the committee, delivers to the speaker a bill, entitled, An act to authorise
and empower the levy court of Cæcil county to assess and levy annually a sum of money
for the support of John Maloy; which was read the first time and ordered to lie on the
table.
The report on the petition of sundry inhabitants of Lower Monocacy was read the second
time, concurred with, and leave given to bring in a bill pursuant thereto.  ORDERED, That the
committee appointed on the said petition prepare and bring in the same.
Mr. McPherson, from the committee, delivers to the speaker a bill, entitled, A further supplement
to an act, entitled, An act to ascertain the allowance to jurymen and witnesses of the
general court, and the several county and orphan courts in this state; which was read the first
time and ordered to lie on the table.
The supplement to an act, entitled, An act to direct descents, was read the second time, and
passed.
On motion, Leave given to bring in a bill to punish persons who illegally exercise certain offices
under the government of this state.   ORDERED, That Mr. Taney, Mr. Cottman and Mr.
J. T. Worthington, be a committee to prepare and bring in the same.
Mr. Parnham has leave of absence.
Mr. C. Frazier, from the committee, delivers to the speaker the following report:
THE committee to whom was referred the petition of Samuel Turbutt Wright, clerk of
Queen-Anne's county, beg leave to report, that they have taken the same into consideration,
and are of opinion the facts stated in the said petition are true, and that the petitioner is justly
entitled to the relief prayed for; they therefore submit the following resolution:
RESOLVED, That the treasurer of the eastern shore release unto Samuel Turbutt Wright, clerk
of Queen-Anne's county, all the interest, (excepting six per cent.) which stands charged against the
said Samuel Turbutt Wright on said treasurer's books, and that the said treasurer credit the existing
accounts against said Wright with all the interest over and above the six per cent. which
said Wright has heretofore paid to the said treasurer; and that all process on judgments already
obtained, or may hereafter be obtained, by the state of Maryland against said Wright, be suspended
until the ---- day of ----, eighteen hundred and one.
