A petition from Samuel Turbutt Wright, of Queen-Anne's
county, stating, that suit has been
commenced against him by the state, and praying to be released from the
fifteen per cent. interest,
upon payment of the principal and six per cent. interest, was preferred,
read, and referred to
Mr. Boon, Mr. Lowrey and Mr. C. Frazier, to consider and report thereon.
The house adjourns till Monday morning 9 o'clock.

A Y, December 16, 1799.
THE house met. Present the same members as
on Saturday. The proceedings of Saturday
were read.
The bill for the relief of Robert Gover, of Harford
county, and the bill relating to the public
roads in Kent county, were sent to the senate by the clerk.
Mr. Turner appeared in the house.
The supplement to an act, entitled, An act for founding
a college on the western shore of this
state, and constituting the same, together with Washington college on the
eastern shore, into one
university, by the name of the University of Maryland, was read the second
time, passed, and
sent to the senate by the clerk.
The bill to prevent the going at large of swine in the
town of Lower-Marlborough, in Calvert
county, was read the second time, passed, and sent to the senate by the
clerk.
On motion, ORDERED, That Mr. Barroll and Mr. Hyland
be added to the committee appointed
to bring in a further supplement to an act, entitled, An act to ascertain
the allowance to jurymen
and witnesses of the general court, and the several county and orphan courts
in this state.
A petition from James Cooper and Andrew Gore, praying
an act may pass to lay out a road
from their mill to the city of Baltimore, was preferred, read, and referred
to Mr. Ridgely, Mr.
Carroll and Mr. Brown, to consider and report thereon.
A petition from sundry inhabitants of Baltimore county,
praying an act may pass to open a
road from the turnpike road leading from Reister's-town towards Hanover
at or near the widow
Mortar's tavern, on the north side of Dughill, across the country, or near
an easterly direction
until it intersects the turnpike road leading from Baltimore towards York-town
near Benedict
Hurst's tavern, was preferred, read, and referred to Mr. T. Worthington,
Mr. Brown, Mr.
Shriver, Mr. Sappington and Mr. Carroll, to consider and report thereon.
A petition from Gabriel Duvall, and others, praying
a return of the sum of £. 301 10 3, with
interest from 23d March, 1799, it being an over-payment into the treasury
for confiscated property,
was preferred, read, and referred to Mr. Key, Mr. Lowrey, Mr. Taney, Mr.
Turner and
Mr. Ridgely, to consider and report thereon.
A memorial from William Gibson, clerk of Baltimore county,
stating, that the fees allowed county
clerks are inadequate to the services rendered, and praying an increase,
was preferred and read.
ORDERED, That the same be referred to the next session
of assembly.
On motion, Leave given to bring in a bill for the better
preservation of last wills and testaments
disposing of real estates. ORDERED, That Mr. Key, Mr. Taney and Mr.
Cottman, be a
committee to prepare and bring in the same.
Mr. Key, from the committee, delivers to the speaker
a bill, entitled, An act for the better
preservation of last wills and testaments disposing of real estates, which
was read the first time
and ordered to lie on the table.
A memorial from Abraham Jarrett, of Harford county,
praying an act of insolvency, was preferred,
read, and referred to the committee appointed on petitions of a similar
nature.
A petition from William C. Goldsmith and Francis Dawes,
of the city of Baltimore, stating
that Francis Dawes purchased of the state two thirds of a lot of ground
in Baltimore-town, distinguished
by the number 65, and that they bonded for the same; that there is no probability
of
the state being able to make a title to the same, and praying that the
said purchase may be annulled,
and the bond by them executed given up, was preferred, read, and referred
to Mr. Carroll,
Mr. Cottman and Mr. Brown, to consider and report thereon.
A memorial from Robert Amos, former collector of Harford
county, praying a return of money
paid into the treasury for taxes, was preferred, read, and referred to
Mr. Ayres, Mr. McComas,
Mr. Bond, Mr. Ridgley and Mr. Brome, to consider and report thereon.
Mr. Warfield, from the committee, delivers to the speaker
a bill, entitled, An act for the punishment
of horse-stealers and other offenders; which was read the first time
and ordered to lie
on the table.
The bill to establish and confirm certain acts done
by persons holding offices of trust and profit
under the government of the United States, was read the second time, passed,
and sent to the
senate by the clerk.
On motion, ORDERED, That the bill respecting the judges
of the court of appeals, and certain
suits heretofore depending therein, have a second reading on Wednesday
next.
The bill to repeal an act, entitled, An act respecting
certificates of surveys made on the eastern
shore, and for other purposes, was read the second time, agreeably to the
order of the day, and
the question put, That the said bill do pass? The yeas and nays being
