VOTES and PROCEEDINGS, November, 1799.
Which was read the first and second time, concurred
with, and leave given to bring in a bill
pursuant thereto. ORDERED, That the committee appointed on the said
petition prepare and
bring in the same.
On motion, Leave given to bring in a further supplement
to the act respecting the settlers on
the reserved lands westward of Fort Cumberland. ORDERED, That Mr.
Perry, Mr. Ridgely
and Mr. Beall, be a committee to prepare and bring in the same.
A petition from John R. Downes, of Queen-Anne's county,
praying he may be authorised to
remove a negro boy from Kentucky to this state, was preferred, read,
and referred to Mr.
Wright, Mr. Franklin and Mr. Thompson, to consider and report thereon.
Mr. Brown, from the committee, delivers to the speaker
the following report:
THE committee to whom was referred the petition of Thomas
Owings, of Baltimore county,
report, that they have taken the same into consideration, and are of opinion
that commissioners
should be appointed to examine and survey the private road, as laid down
for the use of Thomas
Owings by Thomas Gist, Esquire, surveyor, as also to take into their consideration
whether the
same hath been, under all circumstances, carried in the most suitable and
proper direction, and
if it should be the opinion of the said commissioners that the said private
road has not been carried
in the most suitable and proper direction, under all circumstances, that
they should have an
authority to lay off the same anew, agreeably to the spirit and intention
of the act of assembly
passed at November session, seventeen hundred and eighty-five, chapter
49, entitled, An act to
declare and ascertain the right of citizens of this state to private roads
or ways.

The clerk of the senate delivers the following message:
By the SENATE, December 13, 1799.
GENTLEMEN,
THE senate have agreed to proceed to the election of
a register of wills for Kent county to-morrow
as proposed by your message, and have appointed the hour of twelve o'clock.
We have
named David McMechen and William Hindman, Esquires, to join the gentlemen
named by you
for the examination of the ballots. No person is put in nomination
by the senate in addition to
the gentlemen named by you.

Mr. Key, from the committee, delivers to the speaker
a bill, entitled, An act for the relief of
Gilbert Murdock, of the city of Annapolis; which was read the first time
and ordered to lie on
the table.
Mr. Carroll, from the committee, delivers to the speaker
a bill, entitled, An act authorising
the laying off a private road for Thomas Owings in Baltimore county; which
was read the first
time and ordered to lie on the table.
ORDERED, That the said bill have a second reading on
Wednesday next, and that summonses
issue for witnesses, if required.
The house adjourns till to-morrow morning 9 o'clock.

THE house met. Present the same members as
on yesterday. The proceedings of yesterday
were read.
The report on the petition of sundry inhabitants of
Harford county was read the second time,
concurred with, and leave given to bring in a bill pursuant thereto.
ORDERED, That the committee
appointed on the said petition prepare and bring in the same.
The bill to authorise Charles Gassaway, of Montgomery
county, to alter part of a road therein
mentioned, was read the second time, passed, and sent to the senate by
the clerk.
The bill for the relief of Gilbert Murdock, of the city
of Annapolis, was read the second
time by especial order, passed, and sent to the senate by the clerk.
Mr. Wright, from the committee, delivers to the speaker
a bill, entitled, A supplement to an
act, entitled, An act authorising the justices of the levy court of Queen-Anne's
county to levy a
sum of money for the building of a prison in the said county, and to regulate
the same; which
was read the first and second time by especial order, passed, and sent
to the senate by the clerk.
The report on the petition of John Adams was read the
second time, concurred with, and
leave given to bring in a bill pursuant thereto. ORDERED, That the
committee appointed on
the said petition prepare and bring in the same.
The report on the petition of Dennis Griffith was read
the second time, and the question put,
That the house assent to the resolution therein contained? Determined
in the negative.
Petitions from David Lund and William Smith, of the
city of Baltimore, praying acts of insolvency,
were preferred, read, and referred to the committee appointed on petitions
of a similar
nature.
A petition from William Ogle, of Frederick county, praying
he may be authorised by lottery
to dispose of sundry goods, wares and merchandise, was preferred, read,
and referred to the consideration
of the next session of assembly.
