Mr. Warfield, from the committee, delivers to the speaker
a bill, entitled, A supplement to
an act, entitled, An act for founding a college on the western shore of
this state, and constituting
the same, together with Washington college on the eastern shore, into one
university, by the
name of The University of Maryland; which was read the first time and ordered
to lie on the
table.
Mr. Cottman, from the committee, delivers to the speaker
the following report:
THE committee to whom was referred the petition of Isaac
Atkinson, of Somerset county,
beg leave to report, that they have taken the same into their consideration,
and are of opinion
that the prayer contained in said petition is legal, just and equitable,
and ought to be granted.

Mr. McPherson, from the committee, delivers to the speaker
the following report:
THE committee to whom was referred the petition of Charles
Mankin, of Charles county,
have taken the same into consideration, and having examined the facts
and documents
stated and exhibited, are of opinion that the case requires more time to
form a correct
judgment on the principles and facts which are essential to the petitioner's
relief than can
at this time be devoted to it; they therefore submit the propriety of passing
the following resolution:
RESOLVED, That the chancellor be authorised and empowered
to examine into the claim and
petition of Charles Mankin, of Charles county, against the state, and report
his opinion of the
same to the next session of assembly.

Mr. Addison, from the committee, delivers to the speaker
the following report:
THE committee to whom was referred the petition of Gabriel
Peterson Van-Horn, report,
that they have taken the same into consideration, and are of opinion that
the prayer thereof is
reasonable and just, and that a law ought to pass, authorising commissioners
to lay off and establish
a town as prayed for by the petitioner. All which is submitted to
the house.

Mr. Duckett, from the committee, delivers to the speaker
a bill, entitled, An act to authorise
a sale of the real property of the late John Rogers, if approved of by
the chancellor; which was
read the first time and ordered to lie on the table.
The bill to prevent swine and geese from going at large
in Liberty-town, in Frederick county,
was read the second time, passed, and sent to the senate by the clerk.
The report on the petition of sundry inhabitants of
Montgomery and Prince-George's counties
was read the second time, concurred with, and leave given to bring in a
bill pursuant thereto.
ORDERED, That the committee appointed on the said petition prepare and
bring in the same.
Mr. Haynes, from the committee, delivers to the speaker
the following report:
THE committee to whom was referred the petition of John
Maloy, of Cæcil county, report,
that they have taken the same into consideration, and are of opinion that
the prayer thereof is
reasonable and just, and that a law ought to pass, authorising the levy
court of said county to levy
annually on the assessable property thereof a sum of money for the support
of the petitioner.

to the committee on the representations
of William Kilty and Frederick Green.
Mr. Buchanan, from the committee, delivers to the speaker
a bill, entitled, An act to establish
a bank; and to incorporate the subscribers thereto; which was read the
first time and ordered to
lie on the table.
Mr. Buchanan, from the committee, delivers to the speaker
a bill, entitled, An act for the
relief of Allaire Creuse, of Baltimore county; which was read the first
time and ordered to lie on
the table.
Mr. Warfield, from the committee, delivers to the speaker
the following report:
THE committee to whom were referred the petition of
sundry inhabitants of Baltimore and
Frederick counties, and also the memorial of the commissioners of review
for Baltimore county,
report, that they have examined the same, and are of opinion that a law
ought to pass according
to the prayer of said petitioners and memorialists.
