VOTES and PROCEEDINGS, November, 1799.
for the purpose therein mentioned; which was read the first and second
time by especial order,
passed, and sent to the senate by the clerk.
THE committee to whom was referred the petition of sundry
inhabitants of Anne-Arundel,
county, and others, praying that a sum of money may be assessed on the
assessable property of
Anne-Arundel county for the purpose of keeping in repair the public
highway leading by Mrs.
Urquhart's tavern to the city of Annapolis, report, that they have taken
the same into consideration,
and your committee are of opinion that the levy court of said county are
vested with
sufficient powers for the purpose of keeping the said highway in repair;
they are therefore of
opinion that the prayer of the petitioners ought not to br granted.
All which is submitted.

Which was read the first and second time, and concurred with.
Mr. Brogden, from the committee delivers to the
speaker the following report:
THE committee to whom was referred the petition of Gassaway
Watkins, of Anne-Arundel
county, have taken the same into their consideration, and are of opinion
that the prayer of the petition
is reasonable and ought to br granted, and recommend the following resolution:
RESOLVED, That this state extend to Gassaway Watkins
the time for paying the balance he
owes to his state, viz. that no process shall issue against the said Gassaway
Watkins, or his securities,
provided he or they pay to the state the whole interest, and one half of
his debt to the
state, on or before the first day of November, eighteen hundred, and the
other half, with interest,
on or before the tenth day of November, eighteen hundred and one, and all
costs that have accrued,
if any.

Mr. Ayres, from the committee, delivers to the speaker
the following report:
THE committee to whom was referred the petition of John
Adams, of Harford county, have
taken the same into their consideration, and are of opinion that the prayer
of the petitioner
ought to be granted.

Mr. Swearingen, from the committee, delivers to the
speaker the following report:
THE committee to whom were referred the petitions of
Charles Nisbett and Catharine Chambers,
of Montgomery county, report, that they have taken the same into consideration,
and are
of opinion that the prayer of the petitioners is reasonable, and ought
to be granted.

pursuant thereto. ORDERED, That the committee appointed on the said
petition prepare and
bring in the same.
A petition from sundry inhabitants of Allegany county,
praying an act may pass for establishing
the Morgan-town road a public road, was preferred, read, and referred to
Mr. Beall, Mr.
Rice and Mr. Perry, to consider and report thereon.
Mr. Digges, from the committee, delivers to the speaker
the following report:
THE committee to whom was referred the letter from the
governor of Virginia to the governor
of this state, upon the subject of erecting a hospital on Craney Island
in the river Patowmack,
report, that in their opinion a joint hospital by the two states is not
required by any existing circumstances
within the knowledge of the committee, and that from the best information
they have
been able to present to obtain, Craney Island would at any time be a very
ineligible situation for
such an institution. Which is submitted to the house.

The following message being prepared, was sent to the
senate by the clerk.
By the HOUSE of DELEGATES, December 13, 1799.
GENTLEMEN OF THE SENATE,
THE office of register of wills in Kent county, being
vacant, by the resignation of John Nicholson,
we propose, with the concurrence of your house, to go into an election
to fill the vacancy
on to-morrow. We have appointed Mr. Taney and Mr. Cottman to join
such gentlemen
as you shall appoint to examine the ballots. Messieurs Richard Barroll
and Simon Wilmer are
put in nomination by this house.
