VOTES AND PROCEEDINGS, November, 1799.            59

    On motion, Leave given to bring in a bill for the relief of Allaire Creuse.  ORDERED, That
Mr. Buchanan, Mr. Johonnot and Mr. Carroll, be a committee to prepare and bring in the 
same.
    Mr. Ridgely, from the committee, brings in and delivers to the speaker the following report:
    THE committee to whom was referred the petition of Richard Owings, and others, of Baltimore
county, praying that a certain road therein mentioned be declared a public one, are of opinion
that the prayer is reasonable and ought to be granted.
                                                By order,                                        R. K.  WATTS, clk.
    Which was read the first and second time, concurred with, and leave given to bring in a bill
pursuant thereto.  ORDERED, That the committee appointed on the said petition prepare and
bring in the same.
    Mr. J. T. Worthington, from the committee brings in and delivers to the speaker the following
report:
    THE committee to whom was referred the petition of Richard Johns, and others, of Baltimore
county, praying that a certain road therein mentioned be declared a public one, are of opinion
that the prayer is reasonable and ought to be granted.
                                                    By order,                                    R. K.  WATTS, clk.
    Which was read the first and second time, concurred with and leave given to bring in a bill
pursuant thereto.  ORDERED, That the committee on the petition of Richard Owings, and others,
prepare and bring in the same.
    Mr. Warfield, from the committee, brings in and delivers to the speaker the following report:
    THE committee to whom was referred the petition of the inhabitants of Lower Monocacy
hundred, in Frederick county, report, that they have taken the same into consideration, and the
prayer of said petition appearing reasonable, are of opinion that a law ought to pass.

Which was read.

The house adjourns till to-morrow morning 9 o'clock.

F    R    I    D    A    Y,    December 13, 1799.

    THE house met.  Present the same members as on yesterday.  The proceedings of yesterday
were read.
    A memorial from the commissioners of review of Baltimore county, was preferred, read, and 
referred to the committee on the petition of sundry inhabitants of Baltimore and Frederick counties.
    ORDERED, That Mr. Carroll and Mr. J. T. Worthington, be added to the said committee.
    Petitions from James Wilson, of Prince-George's county, John and Samuel Chamberlaine, of
Harford county, praying acts of insolvency, were preferred, read, and referred to the committee
appointed on petitions of a similar nature.
    The order of the day respecting the bill to regulate elections is postponed till to-morrow morning.
    ORDERED, That Mr. Taney, Mr. Key, Mr. Addison, Mr. Duckett, Mr. Digges, Mr. Carroll
and Mr. Tilghman, be a committee to inquire and report to this house whether any and what alterations
are necessary to appoint an agent for the year 1800.
    The speaker laid before the house a letter from the governor of Virginia, respecting the erection
of a hospital for the use of Maryland and Virginia; which was read.
    ORDERED, That Mr. Digges, Mr. Taney, Mr. Carroll, Mr. Parnham and Mr. Duckett, be a
committee to consider and report thereon.
    Mr. Brogden, from the committee, delivers to the speaker a bill, entitled, An act for laying
out a road from Isaac Simmons's dwelling plantation, near Herring creek, to intersect the main
road leading to Tracy's landing, in Anne-Arundel county; which was read the first and second 
time by especial order, passed, and sent to the senate by the clerk.
    The bill respecting the poor-house of Baltimore county, was read the second time by especial
order, passed, and sent to the senate by the clerk.
    Mr. Parnham, from the committee, delivers to the speaker a bill, entitled, An act for the relief
of James Brown and William Thompson, of Charles county, Frederick Koones, of Prince-George's
county, and John Kelly, of Montgomery county; which was read the first and second 
time by especial order, passed, and sent to the senate by the clerk.
    A petition from sundry inhabitants of Anne-Arundel county, praying commissioners may be
appointed to lay out and establish public roads on the north side of Severn river, was preferred,
read, and referred to Mr. Quynn, Mr.Brogden, Mr. Hall, Mr. Harwood and Mr. McPherson,
to consider and report thereon.
    Mr. Barroll, from the committee, delivers to the speaker a bill, entitled, An act relating to
the public roads in Kent county; which was read the first time and ordered to lie on the table.
    Mr. Duckett, from the committee, delivers to the speaker a bill, entitled, An act for the relief
of Thomas Hewitt, of Prince-George's county; which was read the first and second time by
especial order, passed, and sent to the senate by the clerk.
    Mr. Brogden, from the committee, delivers to the speaker a bill, entitled, An act to authorise
and empower the levy court of Anne-Arundel county to assess and levy annually a sum of money
