VOTES and PROCEEDINGS, November, 1799.
Mr. Calvert, from the committee, delivers to the
speaker the following report:
THE committee to whom was referred the petition of William
Riley, of the city of Washington,
report, that they believe the facts therein stated to be true, and are
of opinion that he
ought to be relieved agreeably to the prayer of his petition. The
committee think that this case
may be well provided for in the act for the relief of insolvent debtors.

Which was read.
Mr. Digges, from the committee, brings in and delivers
to the speaker the following report:
THE committee to whom was referred the petition of Dennis
Griffith, praying to be released
from the loan made him by the state for the purpose of executing the map
of Maryland, report,
that they have attentively examined the same, and find, from a recurrence
to the journals of
former sessions, that the legislature, impressed with just opinions of
the advantages and utility of
the work, loaned unto the petitioner the sum of one thousand pounds, in
aid of an undertaking
promising such benefit and use to the state; that the petitioner, at great
trouble, expence and
difficulty, accomplished the map of Maryland, which the committee think
a work of great merit,
ornament and utility. The committee find, from a statement made by
the petitioner, the expence
in making and striking off his map amounts to four thousand pounds current
money, exclusive
of the trouble and labour necessarily produced by a work of such extent
and difficulty,
and that the emoluments arising from the sale have been small, inadequate,
and greatly below
the most reasonable and moderate expectations from an undertaking of such
great and general/
utility.
The committee avoid giving any opinion on the prayer
of the petition, but that the sense of
the house may be fairly taken, they submit the following resolution:
RESOLVED, That the treasurer of the western shore be
an d he is hereby authorised, on the
application of Dennis Griffith, of Anne-Arundel county, to deliver up the
bonds of the said
Griffith, due from him to the state for money loaned him in completing
the maps of Maryland,
and that the money due on said bonds be and is hereby relinquished.

Which was read.
Mr. Magruder, from the committee, brings in and delivers
to the speaker a bill, entitled, An
act to authorise Charles Gassaway, of Montgomery county, to alter part
of of a road therein mentioned;
which was read the first time and ordered to lie on the table.
ORDERED, That the committee on the petition of sundry
inhabitants of Lower Monocacy
hundred, in Frederick county, be discharged, and that Mr. Warfield, Mr.
J. Thomas and Mr.
Cottman, be a committee to consider and report thereon.
On motion, Leave given to bring in a supplement to an
act, entitled, An act authorising the
justices of the levy court in Queen-Anne's county to levy a sum of money
for building a prison
in the said county, and to regulate the same. ORDERED, That Mr. C.
Frazier, Mr. Lowrey
and Mr. Wright, be a committee to prepare and bring in the same.
Mr. Taney, from the committee, brings in and delivers
to the speaker a bill, entitled, An act
respecting a partition of the estate of John Davidson, deceased; which
was read the first time
and ordered to lie on the table.
A petition from John Moley, of Cæcil county, praying
the levy court of said county may be
authorised to levy a sum of money for his support, was preferred, read,
and referred to Mr.
Haynes, Mr. P. Thomas and Mr. Wallace, to consider and report thereon.
A petition from sundry inhabitants of Williamsburgh,
in Montgomery county, praying they
may be authorised to levy a sum of money by lottery for the purpose of
building a school-house,
was preferred, read, and referred to Mr. Swearingen, Mr. Magruder and Mr.
Perry, to
consider and report thereon.
Mr. Ridgely, from the committee, brings in and delivers
to the speaker the following report:
THE committee to whom was referred the petition of James
Smith, keeper of the alms and
said keeper ought to be increased to a sum not exceeding five hundred dollars,
at the discretion
of the trustees of the said alms-house.

Which was read the first and second time, concurred
with, and leave given to bring in a bill
pursuant thereto. ORDERED, That the committee appointed on the said
petition prepare and
bring in the same.
Mr. Ridgely, from the committee, brings in and delivers
to the speaker a bill, entitled, An act
respecting the poor-house of Baltimore county; which was read the first
time and ordered to lie
on the table.
Mr. Harwood, from the committee, brings in and delivers
to the speaker the following report:
THE committee to whom was referred the petition of Elizabeth
Tyers, of Anne-Arundel
county, report, that they have taken the same into consideration, and from
the facts therein stated
to be true, and are of opinion that the prayer of the petitioner is reasonable,
and ought to be
granted.

certain writs issued by the clerks of the several county courts within
this state, as amended;
