detention and releasement from custody.

    Which was read the first and second time, and the resolution therein contained assented to, and
sent to the senate by the clerk.
    A petition from James Smith, overseer of the poor-house of Baltimore county, praying compensation
for his services in the superintendence and safe keeping of the work-house for the years
1798 and 1799, and that in future proper measures may be adopted to promote the said institution,
was preferred, read, and referred to Mr. Ridgely, Mr. Buchanan, Mr. Brown, Mr. Carroll
and Mr. Harwood, to consider and report thereon.
    Mr. John Tolly Worthington, a delegate returned for Baltimore county, appeared, and after
qualifying in the mode prescribed by the constitution and form of government, and taking the
oath to support the constitution of the United States, took his seat in the house.
    The amendments to the bill for the opening of Second-street in the city of Baltimore, were
read the second time, agreed to, and the bill ordered to be engrossed.
    The bill to prevent unnecessary delay and expence, and for the further advancement of justice
in the court of chancery., was read the second time, passed, and sent to the senate by the clerk.
    The bill to incorporate a society for the maintenance and education of poor female children,
by the name of the Benevolent Society of the City and County of Baltimore, was read the second
time, passed, and sent to the senate by the clerk.
     A petition from William Hammond, and others, securities of Dennis Griffith, praying to be
released by the state from their securityship, was preferred, read, and referred to the committee
appointed on the petition of Dennis Griffith.
    Mr. Hyland, from the committee, brings in and delivers to the speaker a bill, entitled, An
act for the relief of James Romey. of Somerset county; which was read the first and second time
by especial order, passed, and sent to the senate by the clerk.
    On motion, Leave given to bring in a bill to provide for the administration of justice in cases
of crimes and misdemeanours in the city and county of Baltimore.  ORDERED, That Mr. Buchanan,
Mr. Carroll, Mr. J. T. Worthington, Mr. Ridgley and Mr. Brown, be a committee to prepare
and bring in the same.
    A petition from William Riley, of the city of Washington, praying an act of insolvency, was
preferred, read, and referred to Mr. Calvert., Mr. Buchanan and mr. Digges, to consider and
report thereon.
    A petition from the commissioners of the Federal city, praying a loan of 70,000 dollars, was
preferred, read, and referred to Mr. Leigh, Mr. Tilghman, Mr. Harwood, Mr. Brome, Mr.
Digges, Mr. Carroll, Mr. Denny, Mr. Stewart, Mr. Pattison, Mr. Haynes, Mr. Calvert, Mr.
Key, Mr. Wright, Mr. Gunby, Mr. Warfield, Mr. McComas, Mr. Mason, Mr. Johonnot, Mr.
Geoghegan, Mr. Magruder and Mr. Perry, to consider and report thereon.
    Mr. Tilghman, from the committee, brings in and delivers to the speaker the following report:
    THE committee to whom was referred the memorial of John Edmondson, Nicholas Hammond,
Samuel Chamberlaine, Thomas James Bullett, William Hayward, Ennalls Martin and Stephen
Theodore Johnson, of Talbot county, report, that they have given it such consideration as the
importance of the subject demands, and are of opinion that it would be proper an act of incorporation
should pass, and the number of trustees to the seminary contemplated to be established in
Easton should be increased, but cannot assent to the propriety of admitting the possessors as members
of the board of trustees.

Which was read.
    The bill directing the mode of executing conveyances of lots in the city of Washington sold
by David Burnes in his life-time, and for other purposes, was read the second time, passed, and
sent to the senate by the clerk.
    A petition from sundry inhabitants of Baltimore county, praying the private road leading from
the Conewago road to intersect the York turnpike road, may be made a public road, was preferred,
read, and referred to Mr. J. T. Worthington, Mr. Brown and Mr. Ridgely, to consider
and report thereon.
    A petition from Gabriel Peterson Van-Horn, of Prince-George's county, praying commissioners
may be appointed to survey and establish the boundaries of the lots, streets, lanes and alleys,
of a town called by the name of Vans-Ville, was preferred, read, and referred to Mr. Duckett,
Mr. Calvert and Mr. Addison, to consider and report thereon.
    A petition from Redmond Grace, of Prince-George's county, praying an act of insolvency,
was preferred, read, and referred to the committee appointed on petitions of a similar nature.
    On motion, Leave given to bring in a bill respecting the judges of the court of appeals, and
certain suits heretofore depending therein.  ORDERED, That Mr. Key, Mr. Taney and Mr.
Duckett, be a committee to prepare and bring in the same.
    Mr. Key, from the committee, brings in and delivers to the speaker a bill, entitled, An act respecting
the judges of the court of appeals, and certain suits heretofore depending therein; which
was read the first time and ordered to lie on the table.
    The report on the petition of Andrew Criswell was read the second time, concurred with,
and leave given to bring in a bill pursuant thereto.  ORDERED, that the committee appointed
on said petition prepare and bring in the same.
