further donation, to enable them to carry into effect the intention of the institution; they therefore
submit the following resolution:
    RESOLVED, That the treasurer of the western shore pay to the trustees of Allegany county
school, or their order, annually, as a further donation, the sum of --------- dollars, for the
purposes of education, the first payment whereof shall be on the -------- day of ------- next.

Which was read.
    Mr. Quynn, from the committee, brings in and delivers to the speaker the following report:
    THE committee to whom was referred the petition of Rezin Davidge report, that they have
taken the same into consideration, and are of opinion, that under the particular circumstances of
his case, a special act ought to pass to release him from his debts.

Which was read.
    Mr. Johonnot, from the committee brings in and delivers to the speaker the following report:
    THE committee to whom was referred the petition of sundry inhabitants of the city of Baltimore,
praying an act of incorporation, by the name of the Hope Interest Company of Baltimore,
have examined the same, and find, that by a certificate of sundry respectable persons of
Baltimore, such an act would tend very much to lower the price of rent, and contribute to the
relief of the industrious poor in that city.  The committee are of opinion that the prayer of the
petition is reasonable, and ought to be granted.  All which is submitted.
                                                            By order,                                    R. K.  WATTS, clk.
Which was read.
    Mr. Taney, from the committee, brings in and delivers to the speaker the following report:
    THE committee to whom was referred the petition of William Davidson, Margaret Davidson,
Thomas Harris, junior, and Eleanor his wife, report, that it appears to your committee, that
the petitioners, together with two other persons who are minors, are entitled to a very considerable
landed property in the city of Washington; that a bill has been filed in chancery br the
petitioners against the two minors, to obtain a partition of said property; that it is the opinion
of the chancellor, and also of the petitioners, that it would greatly enhance the value of the
property, of the chancellor had power to cause a certain portion of the said property to be
set apart and given to the United States as lanes and alleys.  It further appears to your committee,
that Mary Davidson, one of the minors above mentioned, has intermarried with henry
Henly Chapman, Esquire, who is also of opinion that the power mentioned in the petition should
be vested in the chancellor.  Your committee, after taking the above facts into their serious consideration,
beg leave to recommend to the house to grant the prayer of the petition, and give
leave to bring in a bill pursuant thereto.

    Which was read the first and second time, concurred with, and leave given to bring in a bill
pursuant thereto.  ORDERED, That the committee appointed on the said petition prepare and
bring in the same.
    Mr. Parnham, from the committee, brings in and delivers to the speaker a bill, entitled, A 
supplement to an act, entitled, An act to direct descents; which was read the first time and ordered
to lie on the table.
    Mr. Key, from the committee, brings in and delivers to the speaker, a bill, entitled, An act
directing the mode of executing conveyances of lots in the city of Washington sold by David
Burnes in his life-time, and for other purposes; which was read the first time and ordered to lie
on the table.

The house adjourns till to-morrow morning 9 o'clock.

T    H    U    R    D    A    Y,    December 12, 1799.

    THE house met.  Present the same members as on yesterday.  The proceedings of yesterday
were read.
    The resolution in favour of Walter Dulany, and the resolution in favour of Tristram Martin
and Abner Parrott, were sent to the senate by the clerk.
    A petition from Vachel Stevens, examiner-general of the western shore, praying an increase
of fees, was preferred, read, and referred to Mr. Johonnot, Mr. Parnham and Mr. Key, to consider
and report thereon.
    Mr. Turner is excused for absenting himself without leave.
    A petition from Anne Chambers, of Montgomery county, praying the levy court of said county
may be authorised to levy a sum of money for her support, was preferred, read, and referred
to Mr. Magruder, Mr. Swearingen and Mr. Riley, to consider and report thereon.
    Mr. C. Frazier, from the committee, brings in and delivers to the speaker the following report:
    THE committee to whom was referred the petition of John Derry, a languishing prisoner in
the gaol of Queen-Anne's county, have taken the same into consideration, and are of opinion
that the facts stated in said petition are true, and that the prayer of the petitioner ought to be
carried into effect; therefore beg leave to submit the following resolution:
    RESOLVED, That this state release to John Derry, a prisoner in Queen-Anne's county gaol,
the sum due on the forfeited recognizance for which he stands committed, and that he be discharged
from custody at the suit of this state, on paying, or giving security to pay, to the respective
