THE house met. Present the same members as
on yesterday. The proceedings of yesterday
were read.
A petition from Nicholas Carroll, and others, counter
to the petition of James Ringgold, was
preferred, read, and referred to the committee appointed on the petition
to which it is counter.
A petition from sundry inhabitants of Frederick
and Baltimore counties, praying an act may
pass to carry into effect certain laws for laying out a road from Baltimore-town
westward of Randall's
town, and by Nicholas Dorsey's and William Buchanan's lands in the barrens
of Baltimore
county, and in a direction towards Liberty-town, was preferred, read,
and referred to Mr.
Ridgely, Mr. Brown, Mr. Warfield. Mr. Sappington and Mr. J. Thomas, to
consider and report
thereon.
A petition from Charles Kelly, of Frederick county,
praying the state to relinquish her right
to certain real property purchased by him previous to his naturalization,
was preferred, read, and
referred to Mr. Warfield, Mr. J. Thomas and Mr. Sappington, to consider
and report thereon.
A petition from sundry inhabitants of New-Jersey, in
behalf of Abel M. Sarjeant, a prisoner
in the gaol of Cumberland, was preferred, read, and referred to the
committee appointed on the
petitions of sundry insolvent debtors.
A petition from Robert Long, of Baltimore county,
praying compensation for keeping an old
negro man belonging to the state, was preferred, read, and referred
to Mr. Ridgely, Mr. Barroll
and Mr. Brown, to consider and report thereon.
A petition from sundry inhabitants of Havre-de-Grace,
praying a repeal of the law passed last
session of assembly to prevent swine and geese going at large in said
town, was preferred, read,
and referred to Mr. P. Thomas, Mr. Street and Mr. McComas. to consider
and report thereon.
Mr. Key, from the committee, brings in and delivers
to the speaker a bill, entitled, An act to
prevent unnecessary delay and expence, and for the further advancement
of justice in the court of
chancery; which was read the first time and ordered to lie on the table.
On motion, the house resolved itself into a committee
of the whole house, on the bill to regulate
elections; and after some time spent therein, the speaker resumed the chair,
and Mr. Key
reported, that the committee had had the bill under consideration, had
made some progress
therein, and asked to leave sit again.
RESOLVED, That this house will to-morrow again resolve
itself into a committee of the whole
house on the said bill.
The report on the petition of William Kilty, was read
the second time, concurred with, and
leave given to bring in a bill pursuant thereto. ORDERED, That the
committee appointed on
the said petition prepare and bring in the same.
A petition from sundry inhabitants of the city of
Baltimore, praying to be incorporated, by
the name of the Hope Interest Company, was preferred, read, and referred
to Mr. Johonnot,
Mr. Buchanan, Mr. Key, Mr. Harwood and Mr. Digges, to consider and report
thereon.

Y, December 11, 1799.

A petition from John Adams, of Harford county, praying
the levy court of said county may
be authorised to levy a sum of money for the support of himself and
wife, was preferred, read,
and referred to Mr. Ayres, Mr. McComas and Mr. Boon, to consider and
report thereon.
Mr. Calvert appeared in the house. Mr. Edmondson
has leave of absence till Monday next.
A petition from sundry inhabitants of Prince-George's
county, praying an act may pass for
laying out a road from the post-road leading from Baltimore to the city
of Washington, to intersect
the public road leading from Riddle's ford to Bladensburgh, the said
road to begin at the
post-road near the dwellings of Lucy Howard, to cross the Piney branch,
thence in a direction
to Gabriel Peterson Van-Horn's to the aforesaid Bladensburgh road, and
to intersect the same
near the dwellings of Samuel Turner, was preferred, read, and referred
to Mr. Calvert. Mr.
Duckett and Mr. Addison, to consider and report thereon.
A petition from Samuel Brookes, of Queen-Anne's
county, praying an act of insolvency, was
preferred, read, and referred to the committee appointed on petitions of
a similar nature.
A petition from John Derry, of Queen-Anne's county,
praying to be released from gaol, was
preferred, read, and referred to Mr. C. Frazier, Mr. Lowrey and Mr. Thompson,
to consider
and report thereon.
Mr. Ridgely, from the committee, brings in and delivers
to the speaker the following report:
THE committee to whom was referred the petition
of Robert Long, of Baltimore county, beg
leave to report, that they have attentively considered the same, and
are of opinion that the sum
of fifty dollars per annum, allowed to the said Long for the support and
maintenance of the
negro mentioned in said petition, is not adequate for the purpose; they
therefore submit the
