propriety of allowing the said Long the additional sum of ten dollars
per annum, for the support
and maintenance of said negro, and if the said Long should not agree
to the same, your
committee are of opinion that the agent for the state should be authorised
to contract with some
person for the support of said negro during life, on the most reasonable
terms.

The house, according to order, resolved itself into

bill to regulate elections; and after some time spent therein, the speaker
