54            VOTES and PROCEEDINGS, November, 1799.

propriety of allowing the said Long the additional sum of ten dollars per annum, for the support
and maintenance of said negro, and if the said Long should not agree to the same, your
committee are of opinion that the agent for the state should be authorised to contract with some
person for the support of said negro during life, on the most reasonable terms.

Which was read the first and second time and concurred with.
    The house, according to order, resolved itself into a committee of the whole house, on the
bill to regulate elections; and after some time spent therein, the speaker resumed the chair, and
Mr. Key reported, that the committee had, according to order, had the said bill under consideration,
had gone through the same, and made several amendments.
    ORDERED, That the said bill, with the amendments, be printed, and have a second reading
on Friday next.
    Mr. Perry, from the committee, brings in and delivers to the speaker a bill, entitled, An act
for the more effectual collection of the county charges in Allegany county; which was read the
first time and ordered to lie on the table.
    Mr. Key, from the committee brings in and delivers to the speaker a bill, entitled, An act for
the relief of sundry insolvent debtors; which was read the first time and ordered to lie on the
table.
    The clerk of the senate delivers the bill to pay the civil list, and other expences of civil government,
endorsed; " By the senate, December 5, 1799:  Read the first time and ordered to
" lie on the table.
