52            VOTES and PROCEEDINGS, November, 1799.

    The report on the petition of Gilbert Murdock, was read the second time, concurred with,
and leave given to bring in a bill pursuant thereto.  ORDERED, That the committee appointed on
the said petition prepare and bring in the same.
    ORDERED, That Mr. Warfield and Mr. Parnham, be added to the said committee.
    A representation from the committee on behalf of the visitors and governor s of Saint-John's
college, with an account of expenditure during the last and present years, was read and referred
to Mr. Key, Mr. Digges, Mr. Duckett, Mr. Parnham and Mr. Addison, to consider and report
thereon.
    The report on the petition of Francis Williams was read the second time and concurred with.
    A petition from James Frazier, of Prince-George's county, praying the state to restore to him 
certain real property that has been confiscated, was preferred, read, and referred to Mr. Duckett,
Mr. Key, Mr. Taney, Mr. Digges and Mr. Marbury, to consider and report thereon.
    The clerk of the senate delivers the resolution requesting the governor to transmit a copy of
the law to incorporate a company for the purpose of cutting and making a canal between the river
Delaware and the Chesapeake bay to the governors of Pennsylvania and Delaware, endorsed;
" By the senate, December 9, 1799:  Read the first and second time by especial order and assented
" to.

    Mr. Potter, from the committee, brings in and delivers to the speaker the following report:
    THE committee to whom was referred the memorial of the trustees of Hillsborough school, in
Caroline county, report, that they have taken the same into consideration, and are of opinion
that the objects of the memorialists highly merit the sanction and encouragement of the legislature
of Maryland.  Your committee, being fully aware of the embarrassments and difficulties which
the inhabitants of Caroline county have unavoidably to encounter in the education of their children,
and anxious to forward the progress of learning in this state, feel it their duty to solicit
the house to the adoption of a resolution calculated to effect the objects contemplated by the petitioners,
and for this purpose recommend the following resolution:
    RESOLVED, That the treasurer of the eastern shore be and he is hereby authorised and directed
to pay unto the trustees of Hillsborough school, and their successors, or order, on or before
the first day of May next, and annually thereafter, the sum of ------ dollars, out of any unappropriated
money in the treasury of that shore.

Which was read.
    The report on the petition of walter Dulany was read the second time, and the resolution
therein contained assented to.
    Mr. Warfield, from the committee, brings in and delivers to the speaker the following report:
    THE committee to whom was referred the petition of sundry inhabitants of Frederick county,
praying that a road may be opened according to the direction therein stated, report, that the same
appears reasonable, and are of opinion that a law should pass according to the prayer of said petitioners

    THE committee to whom was referred the petition of Hugh Coile, of Frederick county, report,
that upon examination of the contents thereof, they think a law ought to pass according to
the prayer of said petitioner.

    THE committee to whom was referred the petition of Basil Dorsey, William Ballinger and
Anthony Poultney, inhabitants of Frederick county, report, that they have examined the same,
and are of opinion, from the circumstances stated ion said petition, that a law ought to pass confirming
the rights of the said petitioners to the land therein mentioned.
                                                    By order,                                    J. F.  HARRIS, clk.
Which were read.
    The report on the petition of Patrick Macgill was read the second time, concurred with, and
leave given to bring in a bill pursuant thereto.  ORDERED, That the committee appointed on the
said petition prepare and bring in the same.
    On motion, ORDERED, That Mr. Ridgely and Mr. Perry be added to the committee on the
bill for the speedy recovery of small debts out of court, and to repeal the acts of assembly therein
mentioned.
    On motion, Leave given to bring in a bill to prevent unnecessary delay and expence, and for
the further advancement of justice in the court of chancery.  ORDERED, That Mr. Key, Mr.
Taney and Mr. Carroll, be a committee to prepare and bring in the same.
    On motion, the question was put on the following:  ORDERED, That Mr. Duckett, Mr. Key,
Mr. Taney, Mr. Barroll, Mr. Tilghman, Mr. Digges and Mr. Harwood, be a committee to inquire
into and report to this house the existing situation of the bank stock in the bank of England
belonging to this state.  The yeas and nays being required, appeared as follow:
