A petition from the inhabitants of lower Monocacy hundred,
Frederick county, praying an
act may pass to lay out a road from the Patowmack river, at a landing now
prepared opposite to
the furnace in Virginia belonging to Thomas Johnson, and company, thence
by captain John
Whiteneck's tavern, in Trammelsburgh, thence as near Michael Late's mill,
and the widow
Kemp's mill, as the nature of the ground will admit, to intersect the main
road leading from the
city of Washington, nearly opposite the barracks, was preferred, read,
and referred to Mr.
Warfield, Mr. Sappington and mr. Shriver, to consider and report thereon.
A petition from John Hoofman, and others, of Frederick
county, counter to the petition of
Daniel Cost, was preferred, read, and referred to the committee on the
petition to which it is
counter.
Mr. Key, from the committee, brings in and delivers
to the speaker the following report:
THE committee to whom was referred the petition
of Walter Dulany, the husband of Elizabeth,
who was the widow of Lloyd Dulany, have taken the same into consideration,
and are of
opinion the prayer of the petition is reasonable, and ought to be granted.
For satisfactory information
to this house, they refer to the votes and proceedings of November session,
1782, fol.
81, and the resolution in folios 82 and 83, which shew the sense and determination
of the legislature;
and they recommend the following resolution, viz.
RESOLVED, That the personal property and debts heretofore
placed in the hands of James
Brice, brother and trustee for the use of Elizabeth, widow of Lloyd
Dulany, be transferred and
delivered over to Walter Dulany, husband of said Elizabeth.

Which was read.
A petition from Hugh Coile, of Frederick county, praying
to the state to relinquish her right to
certain real property purchased by him previous to his naturalization,
was preferred, read, and
referred to Mr. Warfield, Mr. Shriver and Mr. J. Thomas, to consider and
report thereon.
Mr. Buchanan, from the committee, brings in and delivers
to the speaker the following report:
THE committee to whom was referred the memorial of certain
subscribers, a committee of
the citizens of Baltimore, report, that they believe the facts set forth
in said memorial to be true,
and are of opinion that the prayer of the memorialists ought to be
granted; they therefore recommend
to the house their assent to the following resolutions, viz.
RESOLVED, That the treasurer of the western shore be
and he is hereby authorised to pay unto
Robert Gilmor, David Stewart, Archibald Campbell, Mark Pringle, Robert
Oliver, George
Sears, William Patterson, Jeremiah Yellott and Thomas Cole, or the survivors
of them, or to
their order, or the orders of such survivors, the sum of ten thousand nine
hundred and sixty-three
dollars and forty-four cents, on the said persons, or the survivors
of them, lodging a certificate
from the engineer or superintendent of the works at Fort McHenry, with
said treasurer, shewing
that the said persons, or the survivors of them, have actually paid into
the hands of said engineer
or superintendent a sum of money equal to the above sum, to be applied
to the construction and
repair of the said works at Fort McHenry; and that the said persons, or
the survivors of them,
shall distribute the said sum of money, when received of the said treasurer,
among those persons
who have subscribed and paid any sum or sums of money into their hands
towards the construction
and repair of the said works at Fort McHenry, in such proportions as each
person is entitled
to receive, according to his subscription and payment aforesaid.
RESOLVED, That in case it shall appear to the said
treasurer that the said persons have not paid
to the engineer or superintendent aforesaid the said sum of money, but
only a part thereof, then
the said treasurer shall only pay to them such sum as it may appear to
said treasurer they have
actually paid to said engineer or superintendent, and shall pay to the
engineer or superintendent
aforesaid, or to his order, the residue of the said sum of money not paid
as aforesaid, to be by
said engineer or superintendent applied towards the construction and repair
of the works at Fort
McHenry aforesaid.
RESOLVED, That the said treasurer, on paying the said
sum of money, or any part thereof, to
the said persons, or their survivors, or to the said engineer or superintendent,
shall pass the same
to the credit of this state in its account with the United States, agreeably
to the act of congress
in such case made and provided.

A petition from Basil Dorsey, and others, of Frederick
county, stating, that they purchased
certain real property of Thomas Hunter, previous to his naturalization,
and praying the same
may be secured to them, was preferred, read, and referred to Mr. Warfield,
Mr. Shriver and
Mr. J. Thomas, to consider and report thereon.
Mr. Rumsey, from the committee, brings in and delivers
to the speaker a bill, entitled, An act
to repeal part of an act, entitled, An act to open a road in Cæcil
county from Archibald Dysart's
towards Hugh Ramsay's tavern; which was read the first and second time
by especial order,
passed, and sent to the senate by the clerk.
A petition from Philip Reed, of Kent county, praying
to be released from a judgment obtained
against him by the state as security of Josiah Johnson, former sheriff
of Kent county, was preferred,
read, and referred to Mr. Wroth, Mr. Dunn and Mr. Barroll, to consider
and report
thereon.
