Sent to the senate by the clerk.
    A petition from William Davidson, and others, of Anne-Arundel county, praying the chancellor
may be authorised to cause a portion of certain property in the city of Washington to be
laid off in lanes and alleys, and given up to the United States, was preferred, read, and referred
to Mr. Key, Mr. Taney and Mr. Turner, to consider and report thereon.
    The report on the petition of Upton Scott, was read the second time, and the question put,
That the house assent to the resolution therein contained?  The yeas and nays being required,
appeared as follow:

So it was determined in the negative.
    Mr. Quynn, from the committee, brings in and delivers to the speaker the bill to regulate public
ferries, as amended; which was read the first time and ordered to lie on the table.
    Mr. Turner, from the committee, brings in and delivers to the speaker the following report:
    THE committee to whom was referred the petition of the corporation of George-town, report,
that they have taken the same into consideration, and are of opinion that the several facts
therein stated are true, and that the several things prayed for ought to be granted, except the
vesting the right of the county wharf in the corporation, this the committee are of opinion would
be an improper interference of the legislature, but as it is stated, and the committee believes
with accuracy, that the said wharf is at this time, and for a considerable time past has been, in a
ruinous state, and that it will, if suffered to remain in its present situation, operate to the injury
of that part of George-town; the committee therefore are of opinion, that the levy court of
Montgomery county ought to be authorised and directed to assess and levy on the said county a
sum of money to repair the same, or to dispose of the right of the county therein, at their option,
stipulating, in case of sale, that the wharf shall be repaired.

    Mr. Shriver, from the committee, brings in and delivers to the speaker the following report:
    THE committee to whom was referred the petition of Richard Butler, of Frederick county,
report, that they have taken the same into consideration, and the allegations therein stated appearing
to be true, are of opinion that the petitioner is entitled to depreciation of pay as deputy-quartermaster
of Frederick-town from the sixteenth day of April, seventeen hundred and seventy-eight,
to the fifteenth day of March, seventeen hundred and eighty; they therefore recommend
the following resolution:
    RESOLVED, That the treasurer of the western shore pay to Richard Butler, or order, the sum
of £. 52 7 101/2, being the amount of depreciation due him on his pay as deputy-quartermaster
at Frederick-town.

Which was read.
    Mr. James Carroll, a delegate returned for Baltimore county, appeared, and after qualifying
in the mode prescribed by the constitution and form of government, and taking the oath to support
the constitution of the United States, took his seat in the house.
    A petition from Gassaway Watkins, of Anne-Arundel county, praying an extension of the
time for the payment of a debt due to the state, was preferred, read, and referred to Mr. Hall,
Mr. Brogden and Mr. Key, to consider and report thereon.
The house adjourns till to-morrow morning 9 o'clock.

S    A    T    U    R    D    A    Y,    December 7, 1799.

    THE house met.  Present the same members as on yesterday.  The proceedings of yesterday
were read.
    Mr. Digges, from the committee, of elections and privileges further report, that it appears to them, from the
return of the sheriff of Baltimore county, that in obedience to a warrant issued by the speaker of
the house of delegates, an election was held at the court-house of said county on the second day
of December, and that Charles Ridgely, of William, James, Carroll, John Tolly Worthington
and hElias Brown, Esquires, were duly elected and returned members of the house of delegates
for this present general assembly.
