VOTES and PROCEEDINGS, November, 1799.
On motion, ORDERED, That the counter petitioners
to the petition of the mayor and city
council of the city of Baltimore, to introduce water into the said
city, have leave to be heard
by counsel at the bar of this house on Tuesday the 17th instant.
A representation from Frederick Green, printer to
the state, stating, that in conformity to a
resolution of the general assembly, passed last session,
he has commenced the publication of the
laws compiled by William Kilty, Esquire, and that he has progressed
as far as the end of the year
seventeen hundred and eighty-four, which concludes the first volume,
a copy of which is laid before
the house, was read, and referred to Mr. Digges, Mr. Turner, Mr. Key,
Mr. Edmondson
and Mr. Carroll, to consider and report thereon.
On motion, ORDERED, That the adjutant-general of
this state lay before this house an account
of his proceedings under the act to regulate and discipline the militia
of this state, and the supplement
thereto, on or before the 17th instant.
Mr. Street, from the committee, brings in and delivers
to the speaker the following report:
THE committee to whom was referred the petition
of sundry inhabitants of Harford county,
praying for a road to be opened from Underhill's mill until it intersects
a public road leading from
John Neale to John Cox's, have taken the same into their consideration,
and are of opinion that
the prayer of the petitioners ought to be granted.

A petition from Edward Norwood, of Baltimore county,
praying to be allowed for deficiency
of land purchased of the intendant of the revenue, was preferred, read,
and referred to Mr.
Duckett, Mr. Key and Mr. Buchanan, to consider and report thereon.
A petition from Frederick Koones, of Prince-George's
county, praying an act of insolvency,
was preferred, read, and referred to the committee appointed on the petition
of William
Thompson.
Mr. Brogden, from the committee, brings in and delivers
to the speaker the following report:
THE committee to whom was referred the petition
of Andrew Criswell, of Anne-Arundel
county, report, that they have taken the same into consideration, and finding
the facts therein
stated to be true, are of opinion the prayer of the petitioner appearing
reasonable ought to be
granted.
