" By the senate, December 5, 1799: Read the second time and will
pass. F R I D A Y, December 6, 1799. THE house met. Present the same members as
on yesterday. The proceedings of yesterday We have appointed Mr. McPherson, Mr. Cottman, Mr. J. Thomas, Mr. Turner and Mr. Barroll, a committee on the part of this house, to join such gentlemen as you may nominate, to form a committee of both houses to compare and examine all bills from time to time during the session as soon as they shall be severally engrossed. By order, W. HARWOOD, clk. A petition from sundry inhabitants of the city of Baltimore, praying an advance of 10,963 dollars 44 cents for the purpose of completing the fort, was preferred, read, and referred to Mr. Buchanan, Mr. Key, Mr. Riley, Mr. Hall and Mr. Digges, to consider and report thereon. A petition from Adam M. Steuart, of the city of Baltimore, praying an act of insolvency, was preferred, read, and referred to the committee appointed on petitions of a similar nature. A petition from Walter Dulany, of the city of Annapolis, stating, that certain property was reserved, and placed in the hands of James Brice, for the use of his wife, and praying that the said property may be paid and delivered over to him, was preferred, read, and referred to Mr. Key, Mr. Quynn and Mr. Stewart, to consider and report thereon. The bill respecting the public roads in Washington county, was read the second time by especial order, passed, and sent to the senate by the clerk. The report on the petition of Conrad Snavely was read the second time, and concurred with. On motion, Leave given to bring in a supplement to the act, entitled, An act directing the time, places and manner, of holding elections for representatives of this state in the congress of the United States, and for appointing electors on the part of this state for choosing a president and vice-president of the United States, and for the regulation of the said elections, and also to repeal the act of assembly therein mentioned. ORDERED, That Mr. J. Thomas, Mr. Duckett and Mr. Tilghman, be a committee to prepare and bring in the same. On motion, Leave given to bring in a bill respecting the public roads of Kent county. ORDERED, That Mr. Barroll, Mr. Tilghman and Mr. Wroth, be a committee to prepare and bring in the same. Mr. Barber appeared in the house. The bill relating to notaries public, was read the second time, passed, and sent to the senate by the clerk. Mr. Brome, from the committee, brings in and delivers to the speaker the following report: THE committee to whom was referred the petition of Francis Williams, of Calvert county, report, that they have taken the same into consideration, and are of opinion, that admitting the facts therein stated to be true, the legislature of Maryland have no right to interfere, as the object of the petition is to alter the words of a written will, and to vest in the petitioner property which is now supposed to be vested in other persons.
