44            VOTES and PROCEEDINGS, November, 1799.

stated to be true, are of opinion the prayer of the petitioner appearing reasonable, ought to be
granted.

Which was read.
    Petitions from Nathan Hughes, of Harford county, James Kerr, of Baltimore county, Thomas
Lingan, of Montgomery county, praying acts of insolvency, were preferred, read, and referred 
to the committee appointed on petitions of a similar nature.
    Mr. Geoghegan, from the committee, brings in and delivers to the speaker a bill, entitled, An
act respecting the public roads in Washington county; which was read the first time and ordered
to lie on the table.
    Mr. Key, from the committee, brings in and delivers to the speaker the following report:
    THE committee to whom was referred the petition of Richard Waters, John Done and George
Waters, have taken the same into their consideration, and are of opinion the facts stated in the 
same are true, and the petitioners entitled to relief, but your committee are of opinion that the
resolutions of November session, 1792, on this subject, are in full force, and ought to be acted
under, and carried into effect.  All which is submitted.
                                                        By order,                                    L.  GASSAWAY, clk.
Which was read the first and second time and concurred with.
    On motion, ORDERED, That the bill for the establishment of public ferries, be committed for
amendment.
    The order of the day, respecting the bill to regulate elections is postponed till Tuesday next.
    The supplement to the act, entitled, An act for the opening of Second-street, in the city of 
Baltimore, was read the second time by especial order, and passed.
    The supplement to the act, entitled, An act to incorporate the Maryland insurance company,
was read the second time by especial order, and passed.
   The report on the petition of Abner Parrott and Tristram Martin was read the second time,
and the resolution therein contained assented to.
    On motion, ORDERED, That the bill to make valid certain writs issued by the clerks of the
several county courts within this state, be committed for amendment.
    The clerk of the senate delivers the resolution respecting the Patowmack river, endorsed;

" By the senate, December 4, 1799:  Read the second time by especial order and assented to.

The bill to incorporate a company for the purpose of cutting and making a canal between the
river Delaware and the Chesapeake bay, the further supplement to the act, entitled, An act for
making the river Susquehanna navigable from the line of this state to tide water, severally endorsed;
" By the senate, December 4, 1799:  Read the first time and ordered to lie on the table.
                                                        " By order,                                    A.  VAN-HORN, clk.
" By the senate, December 4, 1799: Read the second time by especial order and will pass.
                                                        " By order,                                    A.  VAN-HORN, clk."
    Ordered to be engrossed.
The bill to compel the clerk of Dorchester county court to make out a list of fees due the crier
of said court, endorsed; " By the senate, November 26, 1799:  Read the first time and ordered
" to lie on the table.

A letter from Samuel Harvey Howard, register in chancery, enclosing an account of seals and
taxes received on proceedings in chancery, amounting to 727 dollars 25 cents, endorsed; " By 
" the senate, December 4, 1799: Read  and referred to the consideration of the house of delegates.

    Which was read.
The resolution in favour of Henry H. Dorsey, and others, endorsed; " By the senate, November
" 19, 1799: Read the first time and ordered to lie on the table.

The bill for the benefit of Joseph Bouze, of Washington county, the bill to authorise and empower
the levy court of Montgomery county to assess and levy annually a sum of money for the support
of Michael O'Daniel, severally endorsed; " By the senate, November 26, 1799: Read the first
" time and ordered to lie on the table.
