VOTES and PROCEEDINGS, November, 1799.
Mr. J. Thomas, from the committee, brings in and
delivers to the speaker the following report:
THE committee to whom was referred the petition of Eliphaz
Douglass, of Frederick county,
report, that the petitioner is entitled to relief in this house, if the
facts stated in the petition are
true, but no evidence of them has been laid before the committee; under
such circumstances,
and as the subject is interesting to the petitioner, they submit the following
resolution to the
house:
RESOLVED, That the judges of the general court be and
they are hereby authorised and empowered
to inquire into the facts stated in the petition of Eliphaz Douglass, and
report them
to the next session of assembly for their consideration.

Which was read.
Mr. Corbin, from the committee, brings in and delivers
to the speaker the following report:
THE committee to whom was referred the petition of Joseph
Bouze, of Worcester county,
report, that they have taken the same into consideration, and find the
facts therein stated to be
true, and are therefore of opinion that a law ought to pass agreeable to
the prayer of the petitioner.

Which was read the first and second time, concurred
with, and leave given to bring in a bill
pursuant thereto. ORDERED, That the committee appointed on the said
petition prepare and
bring in the same.
The report on the letter of John Callahan was read the
second time, and the resolution therein
contained assented to, and sent to the senate by the clerk.
A memorial from the proprietors of the Susquehanna canal,
submitting to the general assembly
the expediency of the state becoming a stockholder in the corporation,
and praying that certain
ordinances of the corporation may be ratified and confirmed, was preferred,
read, and referred
to Mr. Buchanan, Mr. Key, Mr. Digges, Mr. Rumsey and Mr. Bond, to consider
and report
thereon.
On motion, the question was put, That the bill to
alter that part of the constitution and form
of government which requires property as a qualification in voters, have
a second reading on
Friday next? Resolved in the affirmative.
The question was then put, That the said bill be referred
to the next session of assembly? The

for the benefit of Joseph Bouze, of Worcester county; which was read the
first and second time
by especial order, passed, and sent to the senate by the clerk.
Mr. Potter, from the committee, brings in and delivers
to the speaker a bill, entitled, An act
for laying out two roads to Exeter mills, in Caroline county; which was
read the first time and
ordered to lie on the table.
The bill to lay out a road from the Morgan-town road,
on the ridge between Asa Beall's and
William Coddington's, to the Virginia line, near the lands of John Forrest,
was read the second
time, passed, and sent to the senate by the clerk.
Mr. Turner, from the committee, brings in and delivers
to the speaker, the following report:
THE committee to whom was referred the petitions of
Tristram Dalton, of the city of Washington,
and Thomas Hewitt, of Prince-George's county, report, that they have taken
the same
into consideration, and are of opinion that the peculiar circumstances
of their cases will justify a
special act of insolvency being passed in their favour.

Which was read.
Mr. Parnham, from the committee, brings in and delivers
to the speaker the following report:
THE committee to whom was referred the report of the
trustees of Washington academy, in
Somerset county, have taken the same into their most serious and deliberate
consideration, and
after paying it that attention which it justly merits, beg leave to report,
that the trustees of that
flourishing institution have come fully up to all the requisitions, and
that their proceedings are
strictly conformable to the act passed in seventeen hundred and ninety-eight,
intended for the encouragement
of literature, and that their meritorious conduct well deserves the aid
and assistance
of the enlightened and patriotic legislature of Maryland.
