24            VOTES and PROCEEDINGS, November, 1799.

    The house proceeded to ballot for a register of wills for Worcester county, and the ballots being
deposited in the ballot box, the gentlemen names to strike retired, and after some time returned
and reported, that James Bowdoin Robins, Esquire, was unanimously elected.
    Whereupon RESOLVED, That James Bowdoin Robins, Esquire, be, and he is hereby declared
to be, register of wills for Worcester county.
    Mr. Turner has leave of absence till Monday next.
    Mr. Johonnot, from the committee, brings in and delivers to the speaker the following report:
    THE committee appointed to tax the fees and allowances on the memorial exhibited by Charles
Ridgely, of William, of Baltimore county, against the constitutionality of the late election of
said county, report, that in obedience to the order of the house they have proceeded to tax the
said fees and allowances, to wit.
 
        To the clerk of the house of delegates, for issuing ten subpœnas for witnesses,
            at 3f.
        To ditto, for issuing attachment against Beal Owings,
        To the sergeant at arms, for serving ten subpœnas,
        To same, for serving attachment on Beal Owings,
        To John Wooden, of John, for two days attendance as a witness, and four
            days itinerant charges, at 11f3,
        To Francis Snowden, for ditto,
        To Richard Gott, for ditto,
        To George Harryman, for ditto,
        To John Pickett, for ditto,
        To Thomas Ringgold, for ditto,
        To Amos Ogden, for ditto,

    The committee, viewing the conduct of the sheriff as flowing from misconstruction of the constitution,
and not from any improper motive or design, are of opinion that the amount of costs
and fees taxed should be placed on the journal of accounts.

Which was read.
    On motion, ORDERED, That Mr. Parnham be added to the committee on the petition of the
mayor and city council of Baltimore.
    The house resumed the further consideration of the order of the day, respecting the petition
of Thomas Contee, and, on motion, the question was put on the following, viz.  RESOLVED,
That the judges of the general court, or any two of them, be requested to report their opinion
to this house at the next session of general assembly as to the facts relative to the claim of
Thomas Contee, and the law under which the said Thomas Contee claims, as applied to those
facts?  The yeas and nays being required, appeared as follow:

So it was resolved in the affirmative.
    The bill for the more effectual preservation of the breed of wild deer in Somerset and Dorchester
counties, was read the second time, and passed.
    Mr. Johonnot has leave of absence.
    The speaker laid before the house a report from the examiner-general of the land office of the
western shore; which was read.
    ORDERED, That Mr. Hall, Mr. Digges and Mr. C. Frazier, be a committee to consider and
report thereon.
    Mr. Key, from the committee, brings in and delivers to the speaker the following report:
    THE committee to whom were referred the communications from the executive report, that
they have taken the same into consideration, and are of opinion that the conduct of the executive,
with respect to the barracks, has been correct and proper.
    They further report, that they have examined, and compared with the respective vouchers,
the account of expenditures relative to the government-house, and find the same correct and
regular.
    They further report, that the claim of Henry Harford against the state, the situation of the
bank stock in England, and the communications from the governor of Pennsylvania relative to
the Susquehanna river navigation, and the communication between the waters of Chesapeake
and Delaware, are objects of the first magnitude, as connected with the interests and prosperity
of the state; the committee are of opinion that these three last subjects should be referred to a
joint committee of both houses to consider and report upon.
    All which is submitted.
